Give the migration a product reason
Start with what the current website makes difficult: a repeated campaign pattern, a publishing limitation or a release dependency the team can identify. Compare that need with the work of maintaining a new implementation. Decide which page families move first and which content can remain where it is. A useful migration scope names the visitor action and editorial task it will improve, along with the people responsible for approving the resulting website.
