Mobile App Development for Bulgaria's Android-Heavy Market

StatCounter puts Android at 77.56% of mobile operating system share in Bulgaria for September 2026, and iOS at 22.43%. An app tested mostly on iPhones is tested against the smaller slice of the market. The second trap is age: local law draws the parental consent line at 14, not the GDPR default of 16, so a sign-up flow copied from a generic EU template can ask the wrong people for consent.

Curiosive works from Ankara, Türkiye, as an AI-native software studio: AI coding agents write the code and senior engineers review every change before it merges. One React Native codebase ships the iOS and Android apps. Agents produce the volume, such as screens, navigation, list rendering, form validation, tests and store metadata drafts. Engineers own what can hurt users: token storage, login, payments, permission prompts and the privacy declarations each store checks before release.

Android-first React Native development for users in Bulgaria

Android holds about three quarters of mobile OS share in the country, so we treat it as the primary test target even though React Native ships both apps from one codebase. Google Play rules get read first too. Since 31 August 2026, new apps and app updates submitted to Google Play must target Android 16 (API level 36) or higher, and existing apps must target API level 35 or higher to stay available to new users, with an extension to 1 November 2026 available on request. Every app on Google Play also needs a complete Data safety form, including apps on closed, open or production testing tracks, and the form has to cover data collected or shared through third-party libraries and SDKs. Agents draft the form from the dependency list. An engineer then checks it against what each SDK actually collects before anything is submitted, because an inaccurate form can lead to blocked updates or removal.

The age line comes from Article 25c of Bulgaria's Personal Data Protection Act, enforced by the Commission for Personal Data Protection (cpdp.bg). GDPR Article 8 sets 16 as the default age of digital consent and lets Member States go as low as 13. Under Article 25c, consent-based processing for anyone under 14 is lawful only when a parent or guardian consents, so an app with younger users that relies on consent needs an age check and a parental consent path built around 14. Two more provisions shape onboarding. Article 25g(2) requires providers of electronic services to take measures so that the personal number (UCN, or ЕГН) is not the only means of identifying a user for remote access. Article 25d allows copying an identity document, driving licence or residence document only where a law provides for it, so a 'photograph your ID card' step is not something to add by default.

Accessibility, Bulgarian language and digital identity in apps

Bulgaria transposed the European Accessibility Act through its Law on Accessibility Requirements for Products and Services, in force from 28 June 2025. It covers services such as e-commerce, consumer banking, e-books and dedicated software, and electronic communications. The Commission for Consumer Protection checks e-commerce services, while the Bulgarian National Bank and the Financial Supervision Commission check parts of consumer banking. The underlying Directive exempts microenterprises providing services, meaning fewer than 10 persons and no more than EUR 2 million in annual turnover or balance sheet total. For apps in scope, screen reader labels, focus order and contrast are review items rather than polish. Interface copy should be written in Bulgarian, the country's official EU language, with in-app prices shown in euro. Where an app needs strong identity, Evrotrust eID is the notified eIDAS scheme, notified on 5 July 2023 at assurance levels Low, Substantial and High.

What agents build and what engineers keep in a React Native app

In our setup the agents are Claude Code and Cursor, and they take the repetitive layers of a mobile build: screen scaffolding, navigation, list rendering, form validation, tests and first drafts of store metadata. Nothing an agent writes reaches the main branch until a senior engineer has read the diff. Engineers keep the parts where a mistake reaches users: token storage in the Keychain on iOS and the Keystore on Android, auth refresh, server-side entitlement checks, offline and reconnection behaviour, and account deletion. Apple has required apps that support account creation to offer deletion inside the app since 30 June 2022, and Google Play asks for both an in-app path and a web link, disclosed in the Data safety form. In React Native we built TrendinChat (trendin.chat), real-time trending-topic chat rooms shipped in two weeks, and Coffict (coffict.com), a coffee ordering and loyalty app.

Questions

The things people ask before starting.

How much does it cost to build a mobile app for users in Bulgaria?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. An MVP puts auth, a database and the core flow in production, while the full app tier adds admin, integrations, payments, roles and reporting. A written plan and estimate follow the discovery conversation.

Should an app in Bulgaria launch on Android or iOS first?

Launch on both if the budget allows, but test on Android first. React Native ships the two apps from one codebase, and StatCounter puts Android at 77.56% of mobile OS share there for September 2026. Android also has its own deadline: new Google Play submissions must target API level 36 or higher.

At what age does an app in Bulgaria need parental consent?

Under 14, where the app relies on consent. The Personal Data Protection Act makes consent-based processing of a child under 14 lawful only when a parent or guardian consents, below the GDPR default of 16. Such an app needs an age check and a parental consent path for younger users.

Can an app use the UCN (ЕГН) personal number as the only login identifier?

No. The Personal Data Protection Act requires providers of electronic services to take measures so that the personal number is not the only means of identifying a user for remote access. An email or phone login is the simpler base, with the personal number collected only if the product genuinely needs it.

Do you have app developers in Bulgaria?

No. Curiosive works remotely from Ankara, Türkiye, and has no office in Bulgaria. The clock barely gets in the way: Ankara shares the local time in summer and runs one hour ahead in winter, so the weekly call and review questions fit inside an ordinary working day for both sides.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.
