Mobile App Development for Finland, in Finnish and Swedish

StatCounter puts Android at 67.48% and iOS at 32.49% of the mobile operating system market in Finland for September 2026, so an iPhone-first launch starts with the smaller group. A team building an app there also has two official EU languages to ship in, Finnish and Swedish, a national consent age of 13 for services offered directly to children, and a payment app, MobilePay, that Vipps MobilePay says is on the phones of more than half of Finns.

Curiosive is a studio in Ankara, Türkiye, that builds iOS and Android apps with AI coding agents, every change reviewed by a senior engineer. React Native gives one TypeScript codebase for both stores, so the Android majority is never an afterthought. Agents handle the volume of screens, forms and tests; engineers own token storage, auth, entitlements and the privacy declarations each store asks for. We work remotely and have no office in Finland.

Android and iOS share in Finland, and why one codebase fits

With Android at roughly two thirds of Finnish mobile share, testing across a spread of Android devices matters at least as much as polishing the iPhone build. React Native ships one TypeScript codebase to both stores, so a feature reaches both platforms in the same release rather than months apart. The Android side has its own clock: since 31 August 2026, new apps and app updates submitted to Google Play must target Android 16 (API level 36) or higher, so a project starting now should be set up on that target from the first build. Our React Native work includes TrendinChat (trendin.chat), real-time trending-topic chat rooms built in two weeks for a client in Türkiye, and Coffict (coffict.com), a coffee ordering and loyalty app.

Finland's official EU languages are Finnish and Swedish, so plan string files, store listings and notification copy for both from the start. GDPR Article 8 sets 16 as the age from which a child's own consent counts for an information society service offered directly to children, and lets Member States go lower, but not below 13. Section 5 of Finland's Data Protection Act (1050/2018) uses 13, so a consent-based app aimed at teenagers can rely on a 13-year-old's own consent; below that, a parent has to give or authorise it and the app must make reasonable efforts to verify this. For providers established and operating in Finland, Traficom applies section 205 of the Act on Electronic Communications Services (917/2014) to cookies and similar tracking technologies, and does not accept legitimate interest, pre-ticked switches or 'by continuing' wording for non-essential ones. Treat analytics and advertising SDKs with the same caution, and confirm the details with a lawyer.

MobilePay and in-app payment rules for apps used in Finland

Vipps MobilePay says MobilePay passed 3 million users in Finland in early August 2026. For an app that takes payments outside the app stores' own billing, that makes a MobilePay option at checkout worth planning for alongside cards. Paid digital features on iOS are governed by Apple's rules. Apple says its EU terms, effective 1 October 2026, let iOS apps in the EU offer alternative payment processing alongside In-App Purchase, with a 20% commission, or 10% for program participants and for subscriptions after their first year. Distribution through alternative app marketplaces or Web Distribution carries a 5% Core Technology Commission. Whichever route an app takes, engineers own the server-side receipt and entitlement checks, so access never depends on what the phone claims.

Accessibility duties for consumer apps in Finland

Since 28 June 2025, the Act on the Provision of Digital Services (306/2019) has covered consumer online shops and e-books, including the websites and mobile apps used to read e-books, and its scope reaches other consumer services too. Micro-enterprises are outside it: firms with fewer than 10 employees and an annual turnover or balance sheet total not exceeding EUR 2 million. Traficom enforces the act, monitors services each year against EN 301 549 and WCAG 2.1, and can place a non-compliant provider under supervision or, as a last resort, impose a conditional fine. In a React Native app the practical work is labelled controls, a sensible focus order, support for larger text and contrast that holds in dark mode. Agents can add accessibility labels across hundreds of components; the main flows still need a person walking them with VoiceOver and TalkBack before release.

How agents and engineers split the work on a mobile app

Each task reaches the agent, Claude Code or Cursor, as a written brief with acceptance criteria and a list of what it may not touch. It scaffolds screens, navigation, list rendering, form validation, tests and drafts of store metadata, then runs type checks, lint and tests on its own work. Nothing merges until a senior engineer has read the diff. The parts that can hurt users stay with engineers: token storage in Keychain and Keystore, auth refresh, offline and reconnection behaviour, permission prompts and store declarations. Google Play requires the Data safety form for every published app, and both stores expect in-app account deletion for apps with sign-up, with Google also asking for a web link. With Ankara an hour ahead in winter and level in summer, code review and questions fall within hours both sides already work.

Questions

The things people ask before starting.

Should a Finnish app launch on Android or iOS first?

Usually on both at once, with Android tested at least as carefully. StatCounter's September 2026 figures for Finland put Android at 67.48% and iOS at 32.49% of mobile operating system share. React Native covers both stores from one codebase, which avoids building and maintaining two separate native apps.

At what age can children consent to an app in Finland?

At 13, under section 5 of Finland's Data Protection Act, when an app relies on consent and is offered directly to children. The GDPR default is 16. Below 13, consent has to be given or authorised by the holder of parental responsibility, and the controller must make reasonable efforts to verify it.

Is MobilePay worth adding to an app for Finnish users?

Often yes, where the app takes payments outside the stores' own billing. Vipps MobilePay says the app passed 3 million users in Finland in early August 2026. Paid digital features on iOS follow Apple's EU terms instead, which since 1 October 2026 allow alternative payment processing alongside In-App Purchase, at a commission.

Does my app have to be accessible under Finnish law?

Yes, if it is a consumer service the law covers, such as an online shop or an e-book reader, and your company is above the micro-enterprise limit. The Act on the Provision of Digital Services has applied to these since 28 June 2025, and Traficom checks services against EN 301 549 and WCAG 2.1.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
