Software Development for Teams in Finland, Built with AI Agents

For a team in Finland, the hard part of bringing in outside engineering capacity is rarely the hours. In winter Finland runs one hour behind Ankara and in summer the clocks match, so almost the whole working day is shared. The harder questions are legal and practical: what the GDPR requires when engineers in Türkiye can see your users' data, which authority supervises it, and how much of the work coding agents should do.

Curiosive is a software studio in Ankara, Türkiye. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Work with Finnish companies is remote: async written decisions, a releasable increment every week and one short weekly call.

Working hours between Finland and Ankara in winter and summer

Ankara stays on UTC+3 all year because Türkiye does not use daylight saving time. Finland moves. In winter it is on UTC+2, one hour behind Ankara: when our day starts at 09:00 in Ankara it is 08:00 in Finland, and when it ends at 18:00 it is 17:00 there. A Finnish 09:00 start is 10:00 for us, so a standard 09:00 to 18:00 day shares 8 hours. In summer Finland is on UTC+3, the same as Ankara, and all 9 hours of that day overlap. As our work runs on Türkiye business hours, the weekly call, review questions and release checks fall inside both working days. We still write decisions down, because a written task with acceptance criteria is also what a coding agent needs to work from.

GDPR transfers when engineers in Türkiye work on Finnish systems

As of 2 October 2026, Türkiye is not on the European Commission's list of adequacy decisions. EDPB Guidelines 05/2021 treat remote access from a third country as a transfer when the transfer criteria are met, even if it only means displaying personal data on a screen for support or troubleshooting. So if our engineers can see production data from a Finnish service, that access needs a Chapter V transfer tool, such as the Standard Contractual Clauses in Commission Implementing Decision (EU) 2021/914. The controller to processor module fits the case where you are the controller and we process on your behalf. Under Clause 14 both parties warrant that they have no reason to believe the destination country's laws and practices prevent the importer from complying. Limiting access helps too: seeded or anonymised data in development, production access only where a task needs it. It is worth confirming the specifics with your lawyer.

Finland's Data Protection Act, the Ombudsman and strong identification

Finland supplements the GDPR with the Data Protection Act (Tietosuojalaki 1050/2018), in force since 1 January 2019, and its GDPR supervisory authority is the Office of the Data Protection Ombudsman in Helsinki, so keep processing records and transfer safeguards ready to show it. Under the Act on Strong Electronic Identification and Electronic Trust Services (617/2009), a Finnish e-service gets strong identification by contracting with a Traficom-registered identification broker in the Finnish Trust Network. The network has operated since 1 May 2017 and covers bank online codes, operator mobile certificates and the citizen certificate on the police-issued ID card. Traficom recommends its SAML 2.0 and OpenID Connect interface profiles. The broker contract is yours; the integration, session handling and the mapping of a verified identity to an account are engineer-owned work, reviewed line by line.

How the agentic software engineering loop runs on your codebase

Every change starts as a scoped task written by an engineer, with acceptance criteria and the boundaries the agent must not cross. A coding agent, Claude Code or Cursor, works through it inside your repository: it reads the existing code, plans, implements, writes or updates tests, and runs the type checker, linter and test suite before proposing a change. A senior engineer reviews every diff, and agents never merge their own work. Continuous integration re-runs the checks, with Playwright covering end-to-end tests. This lowers the cost of volume work such as migrations, test coverage and refactors across hundreds of files. It does not change who designs the data model, authentication, authorization, payment paths or anything touching personal data. Larger shipped work includes the Zing Coach (zing.coach) rebuild from Webflow to Next.js and the revival of RateItAll (rateitall.com), a ratings platform with more than 12 million reviews.

Contracting, NIS2 supply chain and monthly engagements for teams in Finland

Contracts are cross-border, since the studio works from Türkiye with no office in Finland. Finland uses the euro, while our published starting prices are in US dollars; scope and budget are agreed in writing after a discovery call, and there is no long contract to begin with. The code is yours from the first commit, with repository, database and hosting accounts in your name. If your company is a medium-sized or larger entity in a NIS2 sector, such as cloud computing or managed services, Article 21 requires it to address supply chain security, including security aspects of its relationships with direct suppliers and service providers. On our side every change is read before it merges, checking secrets handling, input validation, access control and dependency risk.

Questions

The things people ask before starting.

What is the time difference between Finland and Türkiye?

One hour in winter and none in summer. Türkiye stays on UTC+3 all year, while Finland is on UTC+2 in winter and UTC+3 in summer. A standard 09:00 to 18:00 day therefore shares 8 hours in winter and all 9 in summer, with a Finnish 09:00 falling at 10:00 in Ankara in winter.

Is outsourcing software development from Finland to Türkiye GDPR compliant?

It can be, with a transfer tool in place. Türkiye has no EU adequacy decision as of 2 October 2026, and the EDPB treats remote access to personal data from a third country as a transfer when the transfer criteria are met. Standard Contractual Clauses under Decision (EU) 2021/914 are one such tool, alongside limiting which engineers can reach production data.

Who is the data protection authority in Finland?

The Office of the Data Protection Ombudsman, at P.O. Box 800, 00531 Helsinki, website www.tietosuoja.fi/en. It is the GDPR supervisory authority there, and the Data Protection Act (1050/2018) supplements the GDPR. If we work on your systems as a processor, your records and contracts should show the transfer to Türkiye and the safeguards used.

How much does a software development monthly engagement cost for a Finnish company?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. These are starting points, not quotes; scope and budget are agreed in writing after a discovery call.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
