Software Development for Teams in France with AI Agents

France runs one hour behind Ankara in summer and two in winter, which leaves 8 or 7 shared hours in a standard 09:00 to 18:00 day. The harder part is paperwork: as of 2 October 2026 Türkiye has no EU adequacy decision, so once an engineer there can access French personal data, even on a screen, a GDPR transfer tool has to be in place.

Curiosive is an AI-native studio in Ankara, Türkiye. Coding agents (Claude Code and Cursor) handle scaffolding, migrations, refactors and test coverage, and a senior engineer approves each change before it lands. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing.

Working hours between France and Ankara, season by season

Ankara stays on UTC+3 all year because Türkiye does not use daylight saving time. In winter, France is on GMT+1 and Ankara is two hours ahead: our 09:00 to 18:00 day runs from 07:00 to 16:00 French time, your 09:00 is 11:00 in Ankara, and a standard day shares 7 hours, from 09:00 to 16:00 French time. In summer, France is on GMT+2 and the gap shrinks to one hour: our day runs from 08:00 to 17:00 French time, your 09:00 is 10:00 in Ankara, and 8 hours overlap, from 09:00 to 17:00. Work runs on Türkiye business hours, so we do not cover French late afternoons or evenings. The rhythm is written and asynchronous: decisions recorded in writing, a releasable increment every week and one short weekly call.

GDPR transfers when engineers in Türkiye work on French data

As of 2 October 2026, Türkiye is not on the European Commission's list of adequacy decisions. EDPB Guidelines 05/2021 (version 2.0) treat remote access from a third country as a Chapter V transfer when the three transfer criteria are met, even if personal data is only displayed on a screen for support or troubleshooting. A French company whose production database an engineer in Ankara can query therefore needs another transfer tool, such as the Standard Contractual Clauses in Commission Implementing Decision (EU) 2021/914. They come in four modules, and under Clause 14 both parties warrant that they have no reason to believe the destination country's laws and practices prevent the importer from complying. The other lever is scope: the fewer production records an engineer needs to see, the smaller the transfer. Repository, database and hosting accounts are opened in your name, so access stays yours to grant and revoke.

The CNIL, current rules and contracting from France

France supplements the GDPR with the loi Informatique et Libertés of 6 January 1978, and its Article 8 makes the CNIL France's supervisory authority under the GDPR. Proposed changes are not settled: the Digital Omnibus that would amend the GDPR, the ePrivacy rules and the Data Act was still at the 'Tabled' stage in the European Parliament's Legislative Train update of 20 September 2026, so the current texts continue to apply until it is adopted. Contracting is cross-border and starts without a long contract: we put scope and budget in writing once the discovery call has happened, and our published starting prices are in US dollars even though France uses the euro. The code is yours from the first commit. It is worth having your own counsel confirm the transfer clauses and processing terms before production access opens.

Accessibility and NIS2 supplier checks for larger companies in France

Article 47 of the law of 11 February 2005 requires accessible online services from public bodies, from private bodies with a delegated public service mission, and from companies with average annual turnover in France of €250 million or more over their last three financial years. Conformity is measured against EN 301 549 V2.1.2, or WCAG 2.1 levels A and AA for companies using international standards, so accessibility belongs in the acceptance criteria an agent works to, not in a late audit. Member States had to apply NIS2 measures from 18 October 2024, and its Article 21 makes in-scope entities, such as medium-sized or larger cloud and managed service providers, address supply chain security with their direct suppliers. A supplier review may well ask how code is checked. Our answer is concrete: every change is read before it merges for secrets handling, input validation, access control and dependency risk.

How the agent review loop changes cost, and what it does not

An engineer writes a scoped task with acceptance criteria and the boundaries the agent must not cross. The agent reads the existing code, plans, implements, updates tests and runs the type checker, linter and test suite before proposing a change. A senior engineer reviews the diff, agents never merge their own work, and continuous integration re-runs the checks. That makes volume cheaper: migrations and refactors across hundreds of files. It does not make judgement cheaper, so data models, authentication, payment paths and personal data stay with engineers. If your product talks to users through an AI system, the AI Act's Article 50 transparency duties have applied since 2 August 2026: users must be told they are interacting with an AI system unless that is obvious. Larger work we have shipped includes the Zing Coach (zing.coach) rebuild and the RateItAll (rateitall.com) revival.

Questions

The things people ask before starting.

Is it GDPR compliant to outsource software development from France to Türkiye?

It can be done, but only with a GDPR Chapter V transfer tool such as the Standard Contractual Clauses, because as of 2 October 2026 Türkiye has no adequacy decision. Remote access to EU personal data counts as a transfer even for support work when the transfer criteria are met, so the clauses should be signed before any engineer can reach production data.

How many working hours overlap between France and Türkiye?

Seven hours in winter and eight in summer, within a standard 09:00 to 18:00 day. Ankara is two hours ahead in winter and one hour ahead in summer, because Türkiye stays on UTC+3 all year. The studio's day therefore ends at 16:00 or 17:00 French time.

Can a company in France hire a software team on a monthly monthly engagement?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. There is no long contract to begin and no lock-in, so a French team can start with a single month and continue only if the work earns it.

Who owns the code when a French company outsources development?

You do, from the first commit. The code is typed, tested and documented, with no lock-in to the studio's tooling, and repository, database and hosting accounts are opened in your name or connected to accounts you already hold.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
