Software Development for Germany: Product Builds and Monthly Engagements

Türkiye keeps UTC+3 all year, so Ankara sits two hours ahead of German winter time and one hour ahead of German summer time. That leaves 7 shared hours in a standard 09:00 to 18:00 day in winter and 8 in summer, enough for a product team to treat an outside engineering partner as part of its week. The harder question is legal: engineers in Türkiye viewing personal data in a German production system can count as a GDPR transfer, even if the data only appears on a screen.

Curiosive is a studio in Ankara, Türkiye, where AI coding agents write code and senior engineers review it before anything merges. There are two ways to engage: we build a product end to end, or we join your team as an embedded partner on a monthly monthly engagement. Agents take the scaffolding, migrations, tests and wide refactors. Engineers own the data model, authentication, permissions and anything touching personal data, and every change is read for security before it lands.

GDPR transfers from Germany to engineers in Türkiye

Türkiye has no EU adequacy decision: it was not on the European Commission's list as of 2 October 2026. EDPB Guidelines 05/2021 (version 2.0) treat remote access from a third country as a transfer when the three transfer criteria are met, even if personal data is only displayed for support or troubleshooting. Production access for our engineers can therefore need a Chapter V transfer tool, such as the Standard Contractual Clauses of Implementing Decision (EU) 2021/914, with the module matched to each party's role. Clause 14 adds a warranty from both parties that they have no reason to believe the laws and practices in the destination country prevent the importer from complying. According to the BfDI, private companies in Germany are mostly supervised by the data protection authorities of the federal states (Länder). The Digital Omnibus proposal to amend the GDPR was still at the 'Tabled' stage on 20 September 2026, so the current text applies. A lawyer should check which module fits and what goes in the annexes.

Working hours between Germany and Ankara through the year

Germany changes its clocks twice a year and Türkiye does not, so the gap with Ankara, which stays on UTC+3, depends on the season. On German winter time (UTC+1), Ankara is two hours ahead: our working day covers 07:00 to 16:00 German time, a German 09:00 start is already 11:00 in Ankara, and a standard 09:00 to 18:00 day shares 7 hours. On German summer time (UTC+2), the gap is one hour: we work from 08:00 to 17:00 German time, your 09:00 is our 10:00, and 8 hours are shared. Because work runs on Türkiye business hours, anything sent after 16:00 in winter or 17:00 in summer is picked up on our next working day, not that evening. In practice that means decisions written down asynchronously, a releasable increment each week and one short weekly call booked inside the shared block.

Contracts, invoices and supplier security for companies in Germany

Contracting is cross-border: a German company signs with Curiosive directly, with no long commitment required to begin. A discovery call comes first, then scope and budget in writing, and the repository, database and hosting sit in accounts you own, new or existing, so the code is yours from the first commit. Our published starting points are in US dollars, while Germany has been in the euro area since 1 January 1999, so settle the invoicing currency in the written scope. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. The German B2B e-invoicing obligation covers supplies between domestic businesses, so a foreign supplier with no German establishment falls outside it. If your company is in scope of NIS2, Article 21 asks you to address the security of relationships with direct suppliers. For that review, the relevant point is that our engineers read each change for secrets handling, input validation, access control and dependency risk before merging.

Agentic engineering for B2B software teams in Germany

The Deutscher Startup Monitor 2026 recorded a 76.5% B2B revenue share among German startups, so much of what German teams build is software other businesses depend on. A task leaves an engineer with acceptance criteria and lines the agent may not cross. Claude Code or Cursor then works in the repository: it reads what exists, plans, writes the change with its tests, and proposes nothing until the type checker, linter and test suite have run. A senior engineer reads every diff, agents never merge their own work, and continuous integration repeats the checks. The gate matters more as agent output grows, because code that passes its tests can still mishandle permissions or personal data. Agents lower the cost of migrations and wide refactors; the data model and the security review stay with a person. Larger work includes the Zing Coach (zing.coach) rebuild from Webflow to Next.js and the RateItAll (rateitall.com) revival with 12M+ reviews, both for clients in the United States.

Questions

The things people ask before starting.

Can a company in Germany outsource software development to Türkiye under GDPR?

Yes, once a transfer tool under GDPR Chapter V is in place. Türkiye had no EU adequacy decision as of 2 October 2026, so a tool such as the Standard Contractual Clauses from Decision (EU) 2021/914 should be signed before engineers get any access to personal data, including access that only displays it on a screen.

Which data protection authority supervises our company in Germany?

For most private companies, the data protection authority of your federal state. According to the BfDI, the federal authority, private companies are mostly supervised by the authorities of the Länder, while the BfDI itself supervises telecommunications and postal service companies insofar as they provide those services.

How many working hours overlap between Germany and Ankara?

Seven of the nine hours in a standard 09:00 to 18:00 day during German winter time, and eight during summer time. Ankara stays on UTC+3, so our working day runs 07:00 to 16:00 German time in winter and 08:00 to 17:00 in summer.

Does a software supplier outside Germany have to send us structured e-invoices?

Not under the German mandate. According to the Federal Ministry of Finance, the B2B e-invoicing obligation applies only to supplies between domestic businesses, meaning a seat, management or participating permanent establishment in Germany. A supplier abroad without one is outside it, although your own invoices to German customers are a separate question.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
