Mobile App Development for Greece: iOS and Android, One Codebase

In September 2026 StatCounter put the mobile operating system split in Greece at 72.18% Android and 27.8% iOS. An app for Greek users that is tested mostly on iPhones is tested on the smaller part of its audience. Around the device question sit rules that reach into the app itself: a digital consent age of 15 instead of the GDPR default of 16, a national law on storing or reading anything on the phone, and store requirements that changed during 2026.

Curiosive is a software studio in Ankara, Türkiye, building with AI coding agents under senior engineer review. We build in React Native, so one TypeScript codebase ships to the App Store and Google Play together. Agents scaffold screens, navigation, list rendering, form validation, tests and drafts of store metadata. Engineers own the parts that can hurt users: token storage, auth refresh, entitlement checks on the server, offline behaviour and the privacy declarations that store reviewers read.

Android first, iOS close behind: the device mix for apps in Greece

StatCounter's September 2026 figures give Android a 72.18% share of mobile operating systems in Greece and iOS 27.8%. That ratio shapes the build. Testing on a spread of Android devices belongs in the first slice in production, not in a final pass before launch, while iOS stays at full parity, because more than a quarter of users is still a large audience. React Native helps, since one codebase serves both stores and a fix reaches both at once. Google Play adds a moving target: since 31 August 2026, new apps and app updates submitted there must target Android 16 (API level 36) or higher, so an Android-heavy app needs that upgrade planned before its next release, not after a blocked submission. Greek is the country's official EU language, so screens, permission prompts, consent text and store listings need Greek versions written alongside the English ones.

GDPR Article 8 sets 16 as the age from which a child can consent alone to an information society service, and lets Member States go as low as 13. Greece chose 15. Article 21 of Law 4624/2019 lets a minor of at least 15 consent to services offered directly to them, while below 15 consent must come from the minor's legal representative, and the controller must make reasonable efforts to verify it. An app that teenagers might use needs an age step and a route for that consent before any processing that relies on it. The second rule is older. Law 3471/2006, in Article 4(5) as replaced by Article 170 of Law 4070/2012, allows storing or reading information on a user's device only with consent given after clear and detailed information. The only exemptions are storage whose sole purpose is transmitting a communication and storage necessary for a service the user explicitly requested.

EU store terms, age ratings and account deletion for Greek users

Greece is an EU member, so the EU versions of the store rules apply to Greek users. Apple says its EU terms, effective 1 October 2026, let iOS apps offer alternative payment processing alongside In-App Purchase at a 20% commission, or 10% for program participants and for subscriptions after their first year. Apps can also go out through alternative app marketplaces or Web Distribution, subject to a 5% Core Technology Commission. Which route makes sense depends on price and audience, so it is worth modelling before checkout is built. Apple's age ratings now include 13+ and 16+, but Greek consent law turns at 15, so the store rating does not settle the consent question. Both stores also require account deletion: Apple requires that users can start it inside the app, with temporary deactivation not enough, while Google wants an in-app path plus a web link, disclosed in the Data safety form.

How coding agents and engineers split a React Native build

Each task begins with an engineer writing the scope, the acceptance criteria and the parts of the system the agent must not touch. A coding agent such as Claude Code or Cursor reads the repository, plans, implements, writes tests and runs the type checker, linter and test suite before it proposes a diff. A senior engineer reviews every diff, and agents never merge their own work. In a mobile build the agent carries the volume: screens, navigation, list rendering, form validation and first drafts of store metadata. Engineers keep tokens in Keychain on iOS and Keystore on Android, write the auth refresh logic, verify entitlements on the server and decide how the app behaves offline and when it reconnects. Greek working hours match ours in summer and trail them by one hour in winter. TrendinChat (trendin.chat) shipped in React Native in two weeks, and Coffict (coffict.com) runs coffee ordering and loyalty on the same stack.

Questions

The things people ask before starting.

Should an app for Greece be built for Android or iOS first?

Build for both from one codebase, with testing weighted towards Android. StatCounter recorded 72.18% Android and 27.8% iOS in Greece in September 2026. React Native ships to both stores together, so the real decision is where testing time goes, and for a Greek audience most of it belongs on Android devices.

What is the age of digital consent for apps in Greece?

It is 15. Article 21 of Law 4624/2019 lets a minor aged at least 15 consent to information society services offered directly to them, and below 15 the minor's legal representative must consent. That is lower than the GDPR default of 16 and sits between Apple's 13+ and 16+ rating bands.

Do apps in Greece need consent before analytics SDKs start?

Plan for yes. Law 3471/2006 permits storing or reading information on a device only after consent based on clear and detailed information, unless the storage serves only to transmit a communication or is necessary for a service the user explicitly requested. The safe default is to keep analytics and advertising SDKs off until consent is given, and it is worth confirming any exemption you rely on with a lawyer.

How much does it cost to build a mobile app for the Greek market?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. For an app aimed at Greece the figure moves with Greek localisation, the consent flow for users under 15 and the payment route chosen under Apple's EU terms, and it is agreed in writing after a discovery call.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.
