SaaS Development for Greece: Billing, VAT and E-Invoicing Built In

If your SaaS company is a Greek business with gross revenues up to €1,000,000 in 2023, 2 November 2026 is the date that matters: mandatory B2B e-invoicing reaches it then. Three billing questions come before any interface question: which VAT applies to each customer, how invoices fit the e-invoicing mandate, and which payment methods Greek customers use. All three live in the data model, which makes them costly to change after launch.

Curiosive is an AI-native studio in Ankara, Türkiye, building with AI coding agents under senior engineer review. Agents produce the CRUD screens, admin views, migrations and test suites. Senior engineers design the tenant model, billing logic and entitlements, and read every diff before it merges. A Greek working day and ours are never more than one hour apart, so a weekly call fits inside both with room to spare.

VAT on SaaS sold from Greece: 24%, reverse charge and OSS

Greece, which uses the country code EL in EU VAT, applies a standard rate of 24%, and the EU's official table also lists reduced Greek rates of 6%, 13% and 17% plus a super-reduced 4%. Which rate fits a given product is a point to confirm with an accountant. Selling services to a business in another EU country usually means no Greek VAT on the invoice, because the customer pays VAT at its own rate under the reverse charge, although there are exceptions. Electronic services sold to consumers are taxed in the consumer's country, with a EUR 10,000 threshold below which the seller's own country may apply, and the One Stop Shop lets a seller declare those sales through one EU registration. In the product, every tenant record carries a country, a VAT number where there is one and a business or consumer flag.

B2B e-invoicing in Greece: the deadlines a Greek SaaS company faces

Greek businesses with gross revenues above €1,000,000 in the 2023 fiscal year have been under the mandate since 2 March 2026, with a parallel-running period that ended on 3 May 2026. For the remaining Greek businesses, a Ministry of National Economy & Finance and AADE announcement of 30 September 2026 moved the start from 1 October to 2 November 2026. Existing ERP or accounting software may run alongside e-invoicing until 31 January 2027, full compliance applies from 1 February 2027, and any required declaration is due by 12 November 2026. A Greek SaaS company with revenues up to €1,000,000 in 2023 falls in that second group. Further out, the EU's VAT in the Digital Age directive requires invoices in the European e-invoicing standard from 1 July 2030, with room for other standards on domestic supplies, so billing code should treat structured invoices as the default.

Payments for Greek customers: IRIS, cards and strong authentication

Greece has its own account-to-account rail. IRIS, the instant payment scheme run by DIAS, processed about 126.4 million transactions worth €10.9 billion in 2025, roughly 70% of the country's instant payment volume, and its merchant product IRIS Commerce is accepted at around 70,000 e-commerce stores. For annual plans and one-off purchases it is worth asking your payment provider whether IRIS is available. Card payments bring PSD2 strong customer authentication: the technical standards allow skipping it for remote payments of up to EUR 30, but only while the running total since the last authentication stays within EUR 100 or five consecutive transactions. Whatever the method, webhook handlers are idempotent, so a redelivered payment event is never applied twice.

European Accessibility Act in Greece: Law 4994/2022 and lawsuits

Greece transposed the European Accessibility Act through Law 4994/2022, and its accessibility part has applied since 28 June 2025. The Act covers consumer services including e-commerce, consumer banking, e-books and dedicated software, so a SaaS selling to consumers in those areas should expect to be in scope. Microenterprises, with fewer than 10 persons and turnover or balance sheet total up to EUR 2 million, are exempt from the service requirements. Enforcement sharpened in 2025: Law 5218/2025 lets associations representing persons with disabilities, and the responsible public bodies, bring collective actions in the multi-member first-instance court to stop accessibility breaches, within 18 months of learning of one and no later than 3 years after it last occurred. That makes keyboard paths, labels and contrast part of the first screens, not an audit at the end.

Multi-tenant architecture, Data Act switching and coding agents

Engineers design what is hard to change later: the multi-tenant data model and how tenants stay isolated, plan and entitlement logic, and the billing state. Coding agents such as Claude Code and Cursor then build the screens, admin views, migrations and tests around that core, and a senior engineer reviews every diff. The EU Data Act adds a design duty. It has applied since 12 September 2025 and reaches SaaS: switching terms must be set out in a written contract, with notice of no more than two months and a transitional period of no more than 30 calendar days. A per-tenant export path therefore belongs in the data model. Our SaaS work includes Reveal Software (reveal.software), personal video onboarding for SaaS products, and PicKey (pickey.ai), a visual password manager with subscription billing.

Questions

The things people ask before starting.

Does a SaaS company in Greece charge Greek VAT to business customers elsewhere in the EU?

Usually not. For services sold to a business in another EU country, the customer normally pays VAT at its own country's rate under the reverse charge, although there are exceptions. Consumer sales differ: electronic services are taxed in the consumer's country, and the One Stop Shop lets you declare them through a single registration.

When does B2B e-invoicing become mandatory for small businesses in Greece?

On 2 November 2026, for Greek businesses with gross revenues up to €1,000,000 in the 2023 tax year, following the 30 September 2026 postponement from 1 October. Existing invoicing software can run in parallel until 31 January 2027, and full compliance applies from 1 February 2027.

Does the European Accessibility Act apply to a small Greek SaaS startup?

Not if it is a microenterprise. Service providers with fewer than 10 persons and annual turnover or balance sheet total up to EUR 2 million are exempt from the service accessibility requirements. Larger companies selling covered consumer services fall under Law 4994/2022, which has applied since 28 June 2025.

Can a SaaS company in Greece charge customers who switch to another provider?

Only reduced charges until 12 January 2027, and none after that. Under the EU Data Act, switching charges are capped until then at the costs directly linked to the switch. A service mostly custom-built for one customer and not offered at broad commercial scale is exempt from that charges rule, but the customer must be told which obligations do not apply before the contract is signed.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
