Mobile App Development for Lithuania's Android-Heavy Market

In September 2026, Android held 70.4% of mobile OS share in Lithuania and iOS 29.59%, according to StatCounter. By vendor, Samsung led with 40%, ahead of Apple at 29.59% and Xiaomi at 22.49%. A team that tests mostly on iPhones is testing the smaller part of its audience. Other questions are local as well: from what age a child may consent to an account alone, which login people already use, and what both stores check at submission.

We are Curiosive, a studio working from Ankara, Türkiye, and we build mobile apps with AI coding agents under senior engineer review. React Native lets one TypeScript codebase ship to both the App Store and Google Play. Agents handle the repetitive build work. Engineers keep the parts that can hurt users: token storage, session refresh, entitlement checks, offline behaviour and the privacy declarations that store reviewers read.

Android and iOS share in Lithuania and what it means for testing

With Android at 70.4%, and Samsung and Xiaomi together holding 62.49% of vendor share in the September 2026 StatCounter figures, most test time belongs on Samsung and Xiaomi phones, not only on recent iPhones. React Native keeps one codebase, but layout, permission prompts and background behaviour still differ per platform, so each platform gets its own device checks before a release. Google Play adds hard gates. Since August 31, 2026, new apps and app updates must target Android 16 (API level 36), and existing apps must target Android 15 (API level 35) to stay available to new users; developers can request an extension to November 1, 2026. Every Play app also needs a complete Data safety form, including apps on closed testing tracks, and it has to cover data collected through third-party SDKs. The form must match the analytics and crash libraries actually in the build, so it changes whenever one is added.

GDPR Article 8 sets 16 as the default age of digital consent and lets member states go lower, but not below 13. Lithuania sets it at 14 in Article 6 of its Law on Legal Protection of Personal Data; the non-official English translation says consent must come from a child 'older than 14 years of age'. For an app offered directly to children, consent-based processing of a younger user's data needs consent given or authorised by the holder of parental responsibility, and reasonable efforts to verify it. That decides the sign-up flow, so engineers design the age gate and the parental path, not an agent. The stores add a layer: Apple's age ratings now include 13+, 16+ and 18+, with new questions developers had to answer by January 31, 2026. Both stores also require account deletion: Apple wants it startable inside the app, Google Play an in-app path plus a web link.

Smart-ID login and Lithuanian localisation in a React Native app

Smart-ID, from SK ID Solutions, showed 1,360,640 users in Lithuania on its homepage counter on 2 October 2026. It supports login authentication and signing at Qualified Electronic Signature level, and SK ID Solutions publishes integration documentation for e-service providers. For apps where identity matters, such as rentals, finance or anything with a signed agreement, offering Smart-ID next to email login means many users can sign in with a tool they already have. The app talks to your backend, which handles the Smart-ID exchange, and engineers own the session handling around it. Lithuanian is the country's official language, so strings go into translation files from the first screen, and prices display in euro, the currency since 1 January 2015. Agents can extract strings and wire up the locale switch, but a native speaker should approve the copy.

What coding agents build in a mobile app and what engineers keep

On a mobile project the split is concrete. Claude Code or Cursor drafts screens, navigation, list rendering, form validation, tests and the first version of store listing text, each from a task an engineer has scoped with the limits the agent must respect. Nothing an agent writes reaches the main branch without a senior engineer reading it. What stays with engineers from the start: token storage in the iOS Keychain and Android Keystore, auth refresh, server-side receipt and entitlement checks, offline and reconnection behaviour, and the wording and timing of permission prompts. They also own the iOS privacy manifest, which since May 1, 2024 must give approved reasons for each required-reason API the code uses. TrendinChat, real-time trending-topic chat rooms we built in React Native for a client in Türkiye, was built in two weeks.

Questions

The things people ask before starting.

Should an app for Lithuania launch on Android or iOS first?

Launch on both if budget allows, since React Native ships one codebase to both stores. If you must pick an order, start with Android: it held 70.4% of mobile OS share there in September 2026, so Samsung and Xiaomi phones deserve most of the testing time.

Can an iOS app sold in Lithuania offer payments other than Apple In-App Purchase?

Yes, alongside In-App Purchase rather than instead of it. Lithuania is an EU member, and Apple says its EU terms effective 1 October 2026 let apps add alternative payment processing at a 20% commission, or 10% for program participants and for subscriptions after their first year. Alternative app marketplaces and Web Distribution carry a 5% Core Technology Commission.

At what age can a child in Lithuania consent to an app on their own?

At 14, under Article 6 of Lithuania's Law on Legal Protection of Personal Data, for consent-based processing in services offered directly to children. Younger users need consent given or authorised by the holder of parental responsibility. Because this shapes your sign-up design, it is worth confirming the details for your app with a lawyer.

Does the time difference with Ankara slow down an app project for a Lithuanian team?

No. Clocks there equal Ankara's in summer and run one hour behind in winter, so nearly the whole office day is shared all year. Decisions about builds and store submissions are still recorded in writing, so an open question does not have to wait for a meeting.

How much does it cost to build a mobile app for the Lithuanian market?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. A real figure comes after a discovery call, when scope and budget are agreed in writing.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.
