Mobile App Development for Albania: One Codebase, Both Stores

In September 2026, StatCounter's mobile operating system figures for Albania showed Android at 50.04% and iOS at 49.94%. That near tie removes the usual shortcut of launching on one platform first. An app for this market needs both stores from the first release, in Albanian, with on-device storage and consent handled the way local law expects rather than copied from a template written for another country.

Curiosive is a software studio in Ankara, Türkiye, working remotely with clients abroad. We build React Native apps in which AI coding agents handle the repetitive volume and a senior engineer reads each diff before it is merged. One TypeScript codebase reaches the App Store and Google Play, while the parts that can hurt users, such as token storage, consent and payments, are designed by a person.

Why an app for Albania has to launch on iOS and Android together

With Android and iOS within a tenth of a percentage point of each other in StatCounter's September 2026 figures, dropping either platform means giving up roughly half of the country's mobile operating system share. React Native lets one codebase ship to both stores, so a feature is written once and reaches both at the same time, although platform differences still need checking on each. Language is the other fixed requirement. Article 14(1) of the Constitution makes Albanian the official language, so a consumer app for the local market should ship with Albanian strings from the first release, not as a later translation pass. We set up the string catalogue at the start. Coding agents then build screens, navigation, form validation and list rendering against translation keys rather than hard-coded English, and a reviewer can spot a missing string in the diff.

The country's ePrivacy rules sit in Law No. 54/2024 on electronic communications, with AKEP as the regulator. Article 158(6) allows storing or accessing data on a user's device only with consent given after clear information about the purpose, unless it is needed to transmit a communication or strictly necessary for a service the user explicitly requested. Analytics, attribution and advertising SDKs rarely fit those exceptions, so we keep them switched off until the user agrees. Age matters too. Under Article 8(6) of Law No. 124/2024, consent-based processing of a minor's personal data for online goods or services is lawful only if the minor is at least 16; below that, a parent or legal guardian must give or authorise it. If your audience includes teenagers, the consent flow and the record of who gave consent are designed and reviewed by an engineer rather than generated.

App Store and Google Play rules that gate every release

Some requirements come from the stores rather than from national law, and they block a release just as effectively. Since 30 June 2022, App Store apps that support account creation must let users start account deletion inside the app; temporary deactivation is not enough. Google Play asks for both an in-app path and a web link for deletion requests, and its Data safety form, which every Play app must complete and keep accurate, declares what each third-party SDK collects. That declaration should match what the Article 158(6) consent screen actually gates. Since 1 May 2024, App Store uploads need a privacy manifest with approved reasons for each required-reason API in use, and since 31 August 2026 new apps and updates on Google Play must target Android 16 (API level 36) or higher. Apple's updated age ratings add 13+, 16+ and 18+, but choosing a rating is not the parental consent Law No. 124/2024 asks for below 16.

Payments and the parts of a mobile app that engineers own

For payments, plan around what exists today. On 5 August 2026, Bank of Albania Governor Gent Sejko said its TIPS Clone, a clone of the European instant payments system built with the Bank of Italy and the ECB, should be operational in November 2026, by the end of that month at the latest. Until it is running, account-to-account instant checkout should not be part of the launch plan. Where the app sells access, entitlement is checked on the server against the store receipt and never trusted from the device. Engineers also own token storage in the iOS Keychain and Android Keystore, auth refresh, offline and reconnection behaviour, and when permission prompts appear. Agents draft store metadata, first-pass privacy declarations and the tests around all of this, and nothing they produce merges without a person reading it.

React Native apps we have shipped and how a project runs

We have shipped React Native apps for clients in Türkiye: TrendinChat (trendin.chat), real-time trending-topic chat rooms built in two weeks, and Coffict (coffict.com), a coffee ordering and loyalty app with order-ahead, rewards and cafe discovery. Roblox Den (robloxden.com), for a client in the United Kingdom, includes mobile apps alongside its reference site. We have not yet built an app for a client in Albania, so the country-specific points on this page come from the rules themselves, not from a past project. Work runs from Ankara on Türkiye business hours, which begin at 07:00 or 08:00 your time depending on the season, so most of your working day overlaps with ours. Each week brings a releasable build and one short call.

Questions

The things people ask before starting.

Should a new app in Albania launch on Android or iPhone first?

Both, in most cases. StatCounter's September 2026 figures put Android at 50.04% and iOS at 49.94%, so a single-platform launch gives up about half of the market by operating system share. React Native keeps that from doubling the work, because one TypeScript codebase is built for both the App Store and Google Play.

Does a mobile app for the Albanian market need to be in Albanian?

For a consumer app aimed at the local market, yes. Article 14(1) of the Constitution names Albanian as the official language. Building every screen against translation keys from the start keeps later wording corrections cheap and lets you add a second language without touching the screens themselves.

Do users under 16 in Albania need parental consent to use an app?

Where processing relies on consent, yes. Article 8(6) of Law No. 124/2024 sets 16 as the age for a minor's own consent to online goods or services; below that, a parent or legal guardian must give or authorise it. It is worth confirming the details for your product with a lawyer before launch.

Can an app in Albania offer instant bank payments at checkout?

Not as something to rely on yet. The central bank's Governor said in August 2026 that its TIPS Clone instant payments system should be operational in November 2026, by the end of that month at the latest. Until it is live, launch with the payment methods available today and keep the payment layer open to a new method.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
