VAT on SaaS and software sold in Albania
The standard VAT rate is 20%. The EU's One Stop Shop is for supplies to customers in the EU, and the country is a candidate rather than a member state, so it does not cover sales there; the rules come from Law No. 92/2014 'On VAT'. The tax administration's official notice says foreign providers of electronically supplied services, including software and updates, web hosting, databases and online content, selling to Albanian consumers or non-VAT-registered buyers must appoint a tax representative in Albania, register for VAT and charge 20%. VAT-registered business customers in the country account for the VAT themselves under the reverse charge. This matters most if your company is incorporated abroad. Either way, the billing system needs to know, per customer, whether it is a VAT-registered business or a consumer, and to keep that evidence with each invoice.
