SaaS Development for Andorra: IGI, Catalan Terms and Billing

Pricing a subscription for customers in Andorra starts with a tax question. The IGI has a 4.5% general rate, and who accounts for it depends on where the seller is established and who is buying. The same product needs standard terms in Catalan, plus electronic invoices through a public portal if you sell to the Govern. None of that shows in the interface, which is why it belongs in the data model from the start.

Curiosive is a studio in Ankara, Türkiye, building SaaS products with AI coding agents, and a senior engineer reviews every change before it merges. Engineers design the multi-tenant data model, tenant isolation, plan and entitlement logic, and the billing webhooks. Agents produce the CRUD screens, admin views, migrations and test suites around them, and the code sits in your own repository from the first commit.

IGI on software subscriptions sold in Andorra

The IGI (impost general indirecte) has a 4.5% general rate under Article 57 of Llei 11/2012. Electronically supplied services, such as software supply and updates, website hosting or remote maintenance, sold by a business outside the country to a non-business customer resident there are taxed there, and residence is presumed when payment comes from a local bank account (Article 44.4). When a supplier not established in the country sells to a business there, the customer is the taxable person (Article 52.1.b). For the product, the subscription record needs to know whether the buyer is a business or a consumer, where they are resident and how they paid. That belongs in the data model before the first invoice is generated, with each case covered by a test. Confirm your own position with an accountant before launch.

Catalan pricing pages and standard terms under Llei 6/2024

Catalan is Andorra's only official language, and Llei 6/2024 reaches straight into a SaaS product. Online and social-media commercial information and advertising by registered businesses must be at least in Catalan (Article 16.8). Adhesion contracts, such as your standard terms, must be given in Catalan, which a company from outside the country can meet by supplying a translation (Article 23). Very serious breaches can be fined up to EUR 60,000 (Article 45). On a build for this market, translation keys go in from the first sprint, so the pricing page, onboarding and emails can carry a Catalan version, and the terms are versioned per language with a record of which text each customer accepted. Agents extract strings and wire the keys across hundreds of files, your translator supplies the Catalan wording, and an engineer reviews the acceptance logic.

Billing in euros: SEPA, Bizum and idempotent payment webhooks

The European Payments Council lists Andorra as a non-EEA SEPA country, with the euro as its currency, inside the geographical scope of the SEPA payment schemes since 1 March 2019. Bizum is the other method to know about: banks there also offer it for online purchases, and it passed 1.2 million transactions in the country in 2025, according to the Andorran Banking annual report as cited by Diari d'Andorra, with users rising from 44,086 to 54,426 in a year. Which of these your payment provider supports for subscriptions is worth checking before checkout is designed. Whatever the method, the provider's events are the source of truth and webhook handlers are idempotent, so a redelivered event changes nothing. Trials, upgrades, failed payments and cancellations each get their own test, and payment paths always go through senior engineer review.

Selling to the Govern through Andorra's public e-invoicing portal

Under Decret 296/2024, amended by Decret 459/2025, issuing a structured electronic invoice is voluntary and needs the recipient's consent, so there is no general B2B e-invoicing mandate. Public-sector customers are different. Invoices to the Govern's general administration must be issued electronically and submitted through the Portal de factures electròniques del sector públic, live since 1 October 2024; paper was accepted until 1 January 2025 and only exceptionally after that. The portal opened to the comuns and other public bodies on 1 January 2026, with an exceptional deadline of 1 January 2027 to join, and those that do not join use their own entry points. Suppliers must register on the Plataforma de contractació del sector públic to use it. If public bodies are on your sales list, keep invoice data structured rather than only rendering PDFs.

Tenant isolation and EU hosting for a SaaS run from Andorra

The European Commission recognises Andorra as providing adequate data protection under Decision 2010/625/EU, so EU companies can transfer personal data to Andorran businesses on that basis. In the other direction, the LQPD lets a company there transfer personal data to EU member states without extra safeguards, so an EU hosting region needs no transfer paperwork of its own. Inside the product, tenant isolation is the decision that is hardest to retrofit, so engineers design it into the data model along with plans, roles and entitlements. Agents then build the CRUD screens, admin views, migrations and test suites around that model. Relevant work includes Reveal Software (reveal.software), personal video onboarding for SaaS products on Hono, Drizzle ORM and PostgreSQL, PicKey (pickey.ai) with subscription billing, and Inspire Film (inspire.film) with per-title entitlements.

Questions

The things people ask before starting.

What IGI rate applies to SaaS subscriptions in Andorra?

The IGI general rate is 4.5%. Electronically supplied services sold from abroad to resident consumers are taxed there, and payment from a local bank account presumes residence. When a non-established supplier sells to a business there, the business is the taxable person, so billing logic has to tell the two cases apart.

Do SaaS terms and conditions need to be in Catalan in Andorra?

Yes. Standard terms are adhesion contracts, and Llei 6/2024 requires those to be given in Catalan; a company based outside the country can meet that by supplying a translation. Online commercial information from a registered business, such as a pricing page, must also be at least in Catalan.

Is B2B e-invoicing mandatory for SaaS companies in Andorra?

No, not between businesses. Structured e-invoices are voluntary and need the recipient's consent. Invoices to the Govern are different: they must be electronic and go through the public-sector e-invoicing portal, which suppliers use after registering on the Plataforma de contractació del sector públic.

How much does it cost to build a SaaS MVP for the Andorran market?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Neither figure is a quote; a discovery call comes first.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
