VAT and invoicing for a SaaS product sold in Austria
The federal business portal USP, last updated 1 July 2026, lists the standard Umsatzsteuer rate as 20 percent, with reduced rates of 4.9, 10 and 13 percent as exceptions under § 10 UStG. Under EU VAT rules, a business customer in another EU country usually pays VAT itself through the reverse charge, although there are several important exceptions. Electronic services sold to consumers are taxed in the customer's country, with a EUR 10,000 threshold below which they may be subject to VAT in the seller's own country, and the One Stop Shop lets a seller declare that VAT through one registration. Austria has no B2B e-invoicing mandate and no announced rollout date, according to Sovos. Council Directive (EU) 2025/516 changes cross-border billing: from 1 July 2030, invoices for intra-EU supplies between businesses, including reverse-charge supplies, are to be electronic invoices to the European standard. Store country, VAT ID and tax treatment per invoice from day one, and confirm the specifics with an accountant.
