Software Development for Teams in Austria, Built with Agents

An Austrian company that brings in engineers from outside the EU meets one question before any code is written: what happens when they can see production data? Austria has been an EU member since 1 January 1995, and EDPB Guidelines 05/2021 treat remote access from a third country as a GDPR Chapter V transfer when the three transfer criteria are met, even if personal data is only displayed on a screen for support.

Curiosive is a studio in Ankara, Türkiye, that builds software with AI coding agents under senior engineer review. We take on a product end to end or work as an embedded partner on a monthly engagement. Agents produce the scaffolding, migrations, tests and refactors; engineers design the data model, authentication and permissions, and read every diff before it merges. Seven to eight hours of a standard working day are shared all year.

GDPR transfers when engineers in Türkiye work on Austrian systems

The national act supplementing the GDPR is the Datenschutzgesetz (DSG), as amended, and the supervisory authority is the Österreichische Datenschutzbehörde (DSB). As of 2 October 2026, Türkiye is not on the European Commission's list of adequacy decisions, so access from Ankara needs another Chapter V transfer tool, such as the Standard Contractual Clauses in Implementing Decision (EU) 2021/914. They count as appropriate safeguards under Article 46 and come in four modules: controller to controller, controller to processor, processor to processor and processor to controller. Under Clause 14, both parties warrant that they have no reason to believe the destination country's laws and practices prevent the importer from complying. To reduce what is transferred, keep personal data out of development: seeded test data in staging, production access only where a task needs it. Your lawyer should confirm the module and annexes before onboarding.

Working hours between Austria and Ankara in winter and summer

Ankara is on UTC+3 all year because Türkiye does not use daylight saving time, so the gap changes twice a year. In winter Austria runs on UTC+1 and Ankara is two hours ahead: our 09:00 start is 07:00 in Austria, our 18:00 finish is 16:00, and your 09:00 is 11:00 in Ankara, which leaves 7 shared hours in a standard 09:00 to 18:00 day. In summer the clocks move to UTC+2 and the gap drops to one hour: our day runs from 08:00 to 17:00 your time, your 09:00 is 10:00 for us, and 8 hours are shared. Work runs on Türkiye business hours, so a question sent after 16:00 in winter or 17:00 in summer waits until our next working day. Decisions are written down, a releasable increment ships every week, and one short weekly call covers the rest.

Austrian e-invoicing for public bodies and cash register software

Two national rules shape software that touches money. Since 1 January 2014, suppliers to federal government bodies must submit invoices only in structured electronic form under § 5 IKT-Konsolidierungsgesetz, via e-Rechnung.gv.at, which requires registration in the USP, or via PEPPOL. Paper invoices are rejected, foreign suppliers are bound only 'nach Maßgabe der technischen Möglichkeiten', and Länder and municipalities currently have no e-invoicing obligation. Point of sale and ordering software meets the second rule: businesses with annual turnover of EUR 15,000 per business and cash sales above EUR 7,500 must record cash sales on a cash register under § 131b BAO and the Registrierkassensicherheitsverordnung (RKSV). The register needs a technical security device with a signature-creation unit, a machine-readable code such as a QR code on receipts, AES-256 encryption and a data-capture log, and a missing register or security device can be fined up to EUR 5,000. Engineers own the signing and receipt logic; agents build the screens and tests around it.

How the agentic software engineering loop runs

An engineer writes a scoped task with acceptance criteria and the boundaries the agent must not cross. A coding agent, Claude Code or Cursor, reads the existing code, plans, implements, writes or updates tests, and runs the type checker, linter and test suite before proposing a change. A senior engineer reviews every diff, agents never merge their own work, and continuous integration re-runs the checks on every change. Review matters more when agents write volume: a change can pass its tests and still be wrong. Agents make the repetitive work cheaper; they do not remove the need for a person to own data models, permissions and the security review. Our larger software work includes the Zing Coach (zing.coach) rebuild from Webflow to Next.js for a client in the United States, an AI fitness coaching product with 1M+ users.

Contracting, monthly engagements and supplier security for teams in Austria

European clients contract with Curiosive cross-border, and there is no long contract to begin. After a discovery call we put scope and budget in writing, and the code belongs to you from the first commit. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. If your company falls under NIS2, Article 21 asks you to address supply chain security, including security aspects of your relationships with direct suppliers and service providers, so expect to document how a studio handles access: every change we make is checked for secrets handling, access control and dependency risk before it merges. We maintained the Detailed SEO Extension, used by 600,000 SEOs, for a UK client through its acquisition by Ahrefs.

Questions

The things people ask before starting.

Can an Austrian company outsource software development to Türkiye under GDPR?

Yes, with a GDPR Chapter V transfer tool in place. As of 2 October 2026 Türkiye has no EU adequacy decision, so a tool such as the Standard Contractual Clauses under Decision (EU) 2021/914 is needed. Remote access to personal data counts as a transfer when the transfer criteria are met, so sign the clauses before engineers receive production access.

How many working hours overlap between Austria and Ankara?

Seven in winter and eight in summer, in a standard 09:00 to 18:00 day. Ankara stays on UTC+3, so it is two hours ahead of Austria in winter and one hour ahead in summer. Our day runs from 07:00 to 16:00 your time in winter and from 08:00 to 17:00 in summer.

What does a software development monthly engagement cost for a team in Austria?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. It is a published starting point in US dollars, not a quote.

Does our software have to send e-invoices to Austrian federal bodies?

Yes, if you supply federal government bodies. Since 1 January 2014 they accept invoices only in structured electronic form under § 5 IKT-Konsolidierungsgesetz, sent through e-Rechnung.gv.at after USP registration or through PEPPOL. Länder and municipalities currently have no e-invoicing obligation, so it depends on which public body you bill.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
