Software Development for Teams in Belgium, Built with AI Agents

A common mistake when a company in Belgium brings in engineers from abroad is to assume that keeping the database in the EU settles data protection. The EDPB's Guidelines 05/2021 say otherwise: remote access from a third country is a transfer when the transfer criteria are met, even if it only means displaying personal data on a screen for support or troubleshooting. As of 2 October 2026, Türkiye has no EU adequacy decision, so another transfer tool is needed.

Curiosive is an AI-native studio in Ankara, Türkiye: coding agents do the volume and senior engineers review every change before it merges. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Data models, auth, payment paths and anything touching personal data stay with engineers.

Working hours between Belgium and Ankara in summer and winter

Ankara runs on UTC+3 all year because Türkiye does not use daylight saving time, so the gap moves with your clock. In winter, on UTC+1, Ankara is two hours ahead: our 09:00 start is 07:00 for you, our 18:00 finish is 16:00, and a 09:00 Belgian start is 11:00 in Ankara. That leaves 7 shared hours in a standard 09:00 to 18:00 day. In summer, on UTC+2, the gap shrinks to one hour: our day runs from 08:00 to 17:00 Belgian time, your 09:00 is 10:00 in Ankara, and 8 hours overlap. Work runs on Türkiye business hours, so the studio day ends at 16:00 or 17:00 your time and anything raised later is best left in writing. The weekly call sits inside the shared block, decisions are written down asynchronously and a releasable increment ships every week.

GDPR transfers when engineers in Türkiye work on Belgian data

If your company controls personal data and our engineers can reach it, plan for a GDPR Chapter V transfer even when every server sits in the EU. With Türkiye absent from the Commission's adequacy list, the transfer needs another tool, such as the Standard Contractual Clauses in Commission Implementing Decision (EU) 2021/914. Of their four modules, a client that controls the data and a studio that processes it would look at controller to processor. Under Clause 14, both parties warrant that they have no reason to believe the destination country's laws and practices prevent the importer from complying, so that warranty deserves thought before signing. Repositories, databases and hosting accounts are opened in your name or connected to accounts you already hold, and how much production access engineers need is settled during discovery. A data protection lawyer can confirm the exact set-up for your case.

Belgium's Data Protection Authority, NIS2 and supplier questions

In Belgium the GDPR is supplemented by the Act of 30 July 2018, and the supervisory authority is the Data Protection Authority, known as the Gegevensbeschermingsautoriteit in Dutch and the Autorité de protection des données in French, with websites in English, French and Dutch and a German-language version. If you are a medium-sized or larger entity in a NIS2 sector, such as a cloud computing, data centre or managed service provider, Article 21 also asks you to address supply chain security, including the security aspects of your relationships with direct suppliers. A development partner is one of those suppliers, so expect to answer how code is reviewed, who can access what and how secrets are handled. Our answer is the same for every client: every change is read before it merges, covering secrets handling, input validation, access control and dependency risk.

Contracting and invoicing with a studio outside Belgium

Clients contract with us cross-border. There is no long contract to begin: after a discovery call, scope and budget are agreed in writing, and our published prices are starting points in US dollars rather than quotes. Peppol is a point to settle early. The Belgian B2B e-invoicing mandate puts the obligation on Belgian VAT taxpayers and Belgian establishments, and the European Commission's eInvoicing country page lists foreign entities registered there for VAT only as excluded suppliers. A supplier abroad may therefore not reach your accounts payable through the same channel as domestic ones, so the invoice format is agreed in the contract rather than assumed. Ownership does not change across the border: the code is yours from the first commit, typed, tested and documented, with no lock-in to our tooling.

Agentic software engineering: what changes and what does not

Each piece of work starts as a scoped task written by an engineer, with acceptance criteria and the boundaries the agent must not cross. The agent, Claude Code or Cursor, reads the existing code, plans, implements, updates tests and runs the type checker, linter and test suite before proposing a change. Continuous integration re-runs those checks, and a senior engineer reviews every diff; agents never merge their own work. Review matters more when an agent can touch hundreds of files in one change. What this changes is the cost of volume: scaffolding, migrations, test coverage and wide refactors. What it does not change is who designs data models, authentication and permissions. Past work at scale includes the Zing Coach (zing.coach) rebuild from Webflow to Next.js and maintaining the Detailed SEO Extension, used by 600,000 SEOs, through its acquisition by Ahrefs.

Questions

The things people ask before starting.

What is the time difference between Belgium and Ankara?

Ankara is two hours ahead of Belgium in winter and one hour ahead in summer, because Türkiye stays on UTC+3 all year. That gives 7 shared hours in a 09:00 to 18:00 day in winter and 8 in summer, enough for a short weekly call inside normal hours on both sides.

Is it GDPR compliant to outsource software development from Belgium to Türkiye?

It can be, provided the transfer rests on a GDPR Chapter V tool. Türkiye has no EU adequacy decision as of 2 October 2026, so engineers there reaching personal data need safeguards such as the 2021 Standard Contractual Clauses, including the Clause 14 warranty about local laws and practices. Under EDPB guidance, remote access alone can count as a transfer.

How much does a software development monthly engagement cost for a Belgian company?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Prices are published in US dollars as starting points, not quotes.

Which authority supervises data protection in Belgium?

The Data Protection Authority supervises the GDPR in Belgium. It is called the Gegevensbeschermingsautoriteit in Dutch and the Autorité de protection des données in French, and its English-language site is dataprotectionauthority.be. National rules that supplement the GDPR sit in the Act of 30 July 2018.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
