Mobile App Development for Italy, Built with AI Coding Agents

StatCounter put Android at 63.47% of Italy's mobile operating system market in September 2026 and iOS at 36.51%, so an app tested mostly on iPhones is tested on the smaller share of the Italian market. The rules differ too. Italy sets the age of digital consent at 14 rather than the GDPR default of 16, and the Garante has its own guidelines on which analytics tools need consent at all.

Curiosive is a studio working from Ankara, Türkiye, where AI coding agents write code and a senior engineer reviews all of it. We ship one React Native codebase to the App Store and Google Play. Agents draft screens, navigation, list rendering, form validation, tests and store metadata. Engineers own token storage in the iOS Keychain and Android Keystore, session refresh, server-side entitlement checks, permission prompts and the privacy declarations that store reviewers read.

Testing a React Native app for Android-heavy Italy

With Android close to two thirds of the market, Android builds get the same review time as iOS rather than a quick pass before release. React Native keeps one TypeScript codebase for both stores. Since 31 August 2026, new apps and updates must target Android 16 (API level 36) or higher, and existing apps must target Android 15 (API level 35) to stay available to new users, with extensions possible to 1 November 2026. A target upgrade is the kind of volume agents handle well: dependency bumps, replaced deprecated calls, updated tests. An engineer then checks permission prompts, offline behaviour and reconnection before the build goes to review. Italian is the country's official language and the euro its currency, so copy, dates and prices are localised from the first screen.

GDPR Article 8 sets 16 as the age of digital consent and lets Member States go as low as 13. Italy chose 14: under art. 2-quinquies of the Privacy Code, a minor who has turned 14 can consent to processing for information society services offered directly to them, and below that consent-based processing needs the holder of parental responsibility. Italy's AI law, Law 132/2025, in force since 10 October 2025, adds a second gate. Under its art. 4, under-14s need parental consent to access AI technologies, while minors aged 14 to 17 may consent themselves if the AI data-processing notices are easily accessible and understandable. An app with a chat assistant or generated content therefore needs an age step, a consent record and plain Italian notices. Apple's updated age ratings (4+, 9+, 13+, 16+, 18+) also added required questions on in-app controls and capabilities. Agents draft the onboarding screens. Engineers design the age gate and where consent is stored.

Garante rules for analytics SDKs in an Italian app

The Garante's guidelines on cookies and other tracking tools of 10 June 2021 apply art. 122 of the Privacy Code. Only technical tools may be active by default, and legitimate interest can never justify cookies. Analytics count as technical, with no consent needed, only when used solely for aggregate statistics on a single site or app. When a third party provides them, it must not be possible to single out the user (masking at least the fourth component of the IPv4 address, for example) and the data must not be combined or passed on. Consent should not be asked for again within 6 months unless processing changes significantly or it cannot be told whether a cookie is already stored. We keep an inventory of every SDK in the build, because the same list feeds Google Play's Data safety form, which has to stay accurate at all times, and Apple's privacy manifest with its required-reason APIs.

Accessibility obligations for consumer apps sold in Italy

Italy transposed the European Accessibility Act through Legislative Decree 82/2022, in force since 16 July 2022, and its requirements cover products and services placed on the market from 28 June 2025. Under art. 21, AgID is the supervisory authority for services: it examines user complaints, checks services against each applicable requirement and verifies corrective measures. The Act reaches specific consumer services rather than every app. Mobile apps are named for air, bus, rail and waterborne passenger transport (urban, suburban and regional transport excepted), next to e-commerce and consumer banking services. If your app is in scope, accessibility goes into the acceptance criteria each agent task is written against: screen reader labels, focus order, text scaling and touch target sizes. An engineer then checks the result on real devices before release.

App Store terms, account deletion and React Native work we shipped

Apple says its EU terms effective 1 October 2026 let iOS apps offer alternative payment processing alongside In-App Purchase, at a 20% commission, or 10% for program participants and for subscriptions after their first year. Both stores also require account deletion inside the app: Apple since 30 June 2022, Google Play with an in-app path plus a web link. Engineers own both, including the server-side checks that decide what a deleted or unpaid account can still reach. Our React Native work includes TrendinChat (trendin.chat), real-time trending-topic chat rooms built in two weeks, and Coffict (coffict.com), a coffee ordering and loyalty app, both for clients in Türkiye, plus mobile apps for Roblox Den (robloxden.com), a client in the United Kingdom. Our working day starts at 07:00 Italian time in winter and 08:00 in summer.

Questions

The things people ask before starting.

Should an app for Italian users launch on Android or iPhone first?

Usually neither first: a React Native codebase ships to both stores together. If testing time has to be weighted, Android deserves the larger share, since StatCounter measured 63.47% Android and 36.51% iOS in Italy in September 2026.

At what age can a child consent to data processing in an app in Italy?

At 14. Italy's Privacy Code lowers the GDPR default of 16, so a user who has turned 14 can consent for services offered directly to them, while younger users need a parent's consent. Italy's AI law applies the same age of 14 to access to AI features.

Do analytics in an Italian app need user consent?

Not always. Under the Garante's 2021 guidelines, analytics can be treated like technical tools only if they produce aggregate statistics for a single app. When a third party runs them, it must also be impossible to single out a user, and the data cannot be combined or passed on. Anything beyond that needs consent.

How much does it cost to build a mobile app for users in Italy?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Both are published starting points in US dollars rather than quotes, and we confirm scope and budget in writing after a discovery call.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.
