Mobile App Development for Malta: iOS and Android with AI Agents

StatCounter put Android at 51.32% and iOS at 48.67% of mobile operating system share in Malta for September 2026. An app for Maltese users that launches on one platform first leaves out about half of its potential audience, while two separate native apps mean paying for two codebases. Consent is the second surprise: Malta sets the GDPR age of digital consent at 13 rather than the default of 16, which changes what a sign-up flow has to do for younger users.

Curiosive is a studio in Ankara, Türkiye, building with AI coding agents under senior engineer review. We build in React Native with Expo, so one TypeScript codebase reaches the App Store and Google Play. Agents take the volume of screens and tests; engineers own token storage, authentication, entitlement checks and the privacy declarations that store review reads. Our working day starts one or two hours before yours, depending on the season.

One React Native codebase for Malta's even iOS and Android split

With the two platforms less than three percentage points apart, launching on one store means skipping roughly half the market. React Native runs one TypeScript codebase on both, with platform-specific code only where iOS and Android genuinely behave differently. Malta's official EU languages are Maltese and English, so plan the string layer for both from the first screen, even if English ships first, because retrofitting translation keys across a finished app is slow work. Coding agents handle this kind of volume well: scaffolding screens and navigation, list rendering, form validation, extracting strings into translation files and writing the tests that check them. Engineers decide how navigation state, offline behaviour and reconnection work. We have shipped React Native apps before, including TrendinChat (trendin.chat), built in two weeks, and Coffict (coffict.com), a coffee ordering and loyalty app.

Regulation 4 of S.L. 586.11 (Legal Notice 179 of 2018) makes processing a child's personal data for information society services lawful from the age of 13, where the GDPR default is 16. Below 13, consent has to be given or authorised by a parent, and the GDPR expects reasonable efforts to verify that. Separately, regulation 5 of S.L. 586.01 allows storing or reading information on a user's device, such as cookies or similar identifiers, only with consent after clear information, unless it is strictly necessary for a service the user explicitly asked for. In an app this typically touches analytics, attribution and advertising SDKs that write identifiers. The engineering consequence is ordering: the consent screen runs before those SDKs initialise, the choice is stored and respected on every launch, and an age question routes younger users to a parental path. Agents can build the screens; an engineer reviews when each SDK starts collecting.

Accessibility duties for Malta-facing apps under L.N. 214 of 2022

The European Accessibility Act was transposed through the Accessibility Measures (European Accessibility Act) Regulations of 2022, in force since 28 June 2025 and enforced by the Commission for the Rights of Persons with Disability as market surveillance authority. Its definition of e-commerce services includes consumer services provided at a distance through mobile device-based services, so an ordering or shopping app can fall within scope. Microenterprises, meaning fewer than 10 persons with annual turnover or balance sheet total of no more than EUR 2 million, are exempt from the service accessibility requirements. Service contracts agreed before 28 June 2025 may run unaltered until they expire, but no longer than five years from that date. If you expect to grow past the microenterprise line, build accessibility in now: a label and role on every control, a sensible focus order, support for larger text. Agents add labels and roles across hundreds of components quickly; engineers check the flows that matter.

Store rules and EU payment terms for an app launched in Malta

Because Malta is an EU Member State, Apple's EU terms cover iOS users there: Apple says that from 1 October 2026 apps can offer alternative payment processing alongside In-App Purchase, at a 20% commission, or 10% for program participants and for subscriptions after their first year. Apps that sell physical orders face a different question. In the ECB's 2024 SPACE survey, cash still made up 66.8% of point-of-sale transactions there, so an order-ahead app may need to keep paying in person as an option. Both stores also check privacy promises. Apple has required in-app account deletion for apps with account creation since 30 June 2022. Google Play wants an in-app path and a web link, declared in the Data safety form, and since 31 August 2026 new apps and updates must target Android 16 (API level 36) or higher. Agents draft store metadata and deletion screens. Engineers own tokens in the Keychain on iOS and the Keystore on Android, auth refresh and server-side entitlement checks.

Questions

The things people ask before starting.

Should an app for Maltese users launch on iOS or Android first?

Both, from one codebase. StatCounter showed Android at 51.32% and iOS at 48.67% of mobile share in September 2026, so either single-platform launch misses about half of potential users. React Native gives one TypeScript codebase for both stores, which avoids paying for two separate native apps.

What is the age of digital consent for apps in Malta?

Thirteen. The age was set at 13 through S.L. 586.11, below the GDPR default of 16. For users under 13, consent for information society services must be given or authorised by a parent, and the app has to make reasonable efforts to verify that, so sign-up needs a parental path.

Does a mobile app in Malta need consent before using analytics SDKs?

In most cases, yes. S.L. 586.01 allows storing or reading information on a user's device only with consent after clear information, unless strictly necessary for a service the user explicitly requested. Analytics and advertising SDKs that write identifiers usually fall on the consent side, so they should start only after the user agrees.

How much does it cost to build a mobile app for a startup in Malta?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.
