Mobile App Development for Romania's Android-Heavy Market

StatCounter put Android at 78.21% of the mobile operating system market in Romania in September 2026, with iOS at 21.77%. For a team planning an app, that split decides a lot: Google Play policy and Android testing reach most of your users, while the iOS share is far too large to treat as an afterthought. Paying for two native codebases to cover that mix is rarely the efficient answer.

Curiosive is a software studio in Ankara, Türkiye, building with AI coding agents under senior engineer review. We build in React Native, so one TypeScript codebase ships to Google Play and the App Store. Agents draft the screens, forms and tests; engineers own token storage, consent, payments and the privacy declarations each store checks. Your team sits one hour behind Ankara in winter and on the same clock in summer, so most of the working day is shared.

Building for Romania's Android-first mobile audience

With Android holding 78.21% of the market, Google Play rules are the first gate for most of your users. Since 31 August 2026, new apps and app updates submitted to Google Play must target Android 16 (API level 36) or higher, existing apps must target Android 15 (API level 35) or higher to stay available to new users, and developers can request an extension to 1 November 2026. Every app on Google Play, including those on closed, open or production testing tracks, must complete the Data safety form and keep it accurate, covering data collected or shared through third-party libraries or SDKs; apps that do not comply face enforcement such as blocked updates or removal. The 21.77% on iOS needs its own care: since 1 May 2024, each upload to App Store Connect must declare approved reasons in the privacy manifest for every required-reason API the code uses. We keep these declarations in the repository next to the code, so adding an SDK prompts a review of both.

Article 4(5) of Law no. 506/2004 on personal data processing and privacy in electronic communications allows storing or reading information on a user's device only once the user has consented after clear, complete, easy-to-understand information that includes the purpose. Article 4(6) exempts only storage or access used solely to transmit a communication, and storage or access strictly necessary for a service the user expressly requested. In an app, that is the rule analytics, attribution and advertising SDKs have to be planned around. Under Article 13(2), breaches are fined RON 5,000 to 100,000, or up to 2% of turnover for companies with turnover above RON 5,000,000. The rule is enforced: on 31 July 2026 ANSPDCP, the national data protection authority, announced a RON 30,000 fine on HOMELUX S.R.L. under Article 4(5) for storing cookies that were not technically necessary without users' consent. We wire consent so that an SDK does not initialise until the stored consent state allows it, and an engineer reviews that path.

Romanian copy, prices in lei and RoPay payments in apps

The official EU language is Romanian, and the currency is the leu (RON), not the euro, although the country has committed to adopt the euro once it fulfils the necessary conditions. An app for this market therefore needs Romanian strings and lei prices from the first release rather than a later translation pass. For paying a business, RoPay is the national instant mobile payment service, developed by TRANSFOND and administered together with the Romanian Banking Association (ARB). Customers pay from their bank's mobile banking app, with no card or wallet, by QR code, deep-link, NFC or phone number, depending on what each bank implements, and it is free for individuals. Businesses contract it through RoPay member banks or payment processors; partner banks include Banca Transilvania, BCR, BRD, ING Bank, Raiffeisen Bank and CEC Bank. On iOS, Apple says its EU terms effective 1 October 2026 allow alternative payment processing alongside In-App Purchase, at a 20% commission, or 10% for program participants and for subscriptions after their first year.

Identity, login and the agent workflow for apps in Romania

If an app needs verified identity, the European Commission's Digital Decade 2025 report on Romania says ROeID was recognised in 2024 as the eID system used by the Romanian Government after a conformity test against the eIDAS Regulation, so it can be used cross-border via the eIDAS nodes, and that the ROeID app had over 110,000 active users. Whatever the login method, engineers own the parts that can hurt users: tokens in the iOS Keychain and Android Keystore, auth refresh, server-side entitlement checks, offline and reconnection behaviour, permission prompts, and account deletion, which both stores require for apps that allow account creation. An engineer writes each task with acceptance criteria and limits. A coding agent then scaffolds screens, navigation, lists, form validation and tests, drafts store metadata and runs the type checker, linter and test suite. A senior engineer reads every diff before it merges. TrendinChat (trendin.chat), a React Native app of real-time trending-topic chat rooms for a client in Türkiye, was built in two weeks.

Questions

The things people ask before starting.

Should we build our app for Android or iOS first in Romania?

Build both from one React Native codebase, but test Android hardest. StatCounter's September 2026 figures put Android at 78.21% of the mobile OS market there and iOS at 21.77%, so Google Play target API and Data safety rules reach most of your users, while iOS still needs its own privacy manifest and review.

Do apps in Romania need consent before loading analytics SDKs?

Usually yes. Law 506/2004 allows storing or reading information on a user's device only with informed consent, except for transmitting a communication or what is strictly necessary for a service the user asked for. Analytics and advertising SDKs generally sit outside those exemptions, so they should wait for consent. It is worth confirming your specific setup with a lawyer.

Can a mobile app accept RoPay payments from Romanian bank customers?

Yes, through a RoPay member bank or payment processor. Customers approve the payment in their own bank's app by QR code, deep-link, NFC or phone number, depending on what their bank supports. Because businesses contract the service through those banks or processors, the in-app flow follows whichever provider you sign with.

How much does mobile app development cost for a startup in Romania?

Our one offer, AI-accelerated development, starts from $2,000 per month, priced in US dollars. Scope and capacity are agreed in writing after a discovery call, there is no long contract to begin, and a releasable increment ships every week, so you judge progress on a working build rather than a plan.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
