Mobile App Development for Users in Serbia

StatCounter puts Android at 79.08% of mobile operating system share in Serbia for September 2026, with iOS at 20.92%, so a team that builds for iPhone first and ports later is designing for about a fifth of the market. The quieter problems come next: deciding early whether the interface runs in Cyrillic, an analytics SDK that writes to the device before anyone has agreed to it, and a sign-up flow that has to handle a 14-year-old.

Curiosive is a software studio in Ankara, Türkiye, and we build apps with AI coding agents under senior engineer review. React Native lets one TypeScript codebase ship to Google Play and the App Store. Agents produce screens, navigation, form validation, tests and store metadata drafts; engineers own token storage, auth refresh, entitlement checks, permission prompts and the privacy declarations store review reads. Ankara sits one hour ahead of Serbia in summer and two in winter.

Android first, iOS included: the mobile split in Serbia

The September 2026 StatCounter figures (Android 79.08%, iOS 20.92%) decide where testing hours go. A spread of Android devices belongs in testing from the first slice, not at the end, while React Native keeps the iPhone build in the same release. Google Play adds its own schedule: since 31 August 2026, new apps and app updates must target Android 16 (API level 36) or higher. Every Play app also needs a complete and accurate Data safety form covering data collected or shared through third-party libraries and SDKs, including apps on testing tracks and apps that collect no user data. An engineer prepares that declaration from what the app actually sends, because an inaccurate form can lead to blocked updates or removal.

Cyrillic script and the Serbian language in your app interface

Article 10 of the Constitution of the Republic of Serbia puts the Serbian language and the Cyrillic script in official use and leaves the official use of other languages and scripts to be regulated by law. That matters most for public-sector apps and portals, where the script should be settled before design starts. For a consumer app it is a product decision, and one to make before the first screen rather than retrofit. Planning for Cyrillic means fonts that carry the full character set, layouts that survive longer strings, search and sorting that handle the script correctly, and store listings written for it. Agents do the mechanical part: extracting hard-coded strings into translation files and flagging screens where text overflows. A person reviews the copy, because a translated button that misstates what it does is a defect, not a style issue.

Article 160 of the Law on Electronic Communications (Official Gazette RS No. 35 of 29 April 2023) allows data to be stored on, or read from, a user's device only after clear and complete information about the purpose and a chance to refuse. The exceptions are narrow: storage needed purely to carry the communication, or to provide a service the user explicitly requested. That reaches beyond browser cookies, since an analytics or advertising SDK that writes an identifier on first launch raises the same question. Age is the second check. Under Article 16 of the Law on Personal Data Protection, a minor aged 15 or over can consent alone to information society services; below 15 the parent or legal representative consents, and the controller must make reasonable efforts to verify it. GDPR Article 8 starts from 16, so a consent flow copied from an EU product may apply the wrong age.

How agents and engineers split a React Native app for Serbia

Each change starts as a written task: acceptance criteria, plus the decisions the agent is not allowed to touch. Claude Code or Cursor then reads the codebase, plans, builds screens, list rendering and validation, and writes tests, with type checks, lint and the test suite passing before anything is proposed. No agent merges its own work; a senior engineer reads each diff first. The parts that can hurt users stay with people: tokens in Keychain on iOS and Keystore on Android, refresh logic, server-side entitlement checks, offline and reconnection behaviour, permission prompts and the parental consent route for users under 15. Account deletion belongs in the same auth design. The App Store requires apps that support account creation to let users start deletion inside the app, and Google Play also asks for a web link where users can request it.

IPS instant payments and React Native apps we have shipped

If the app works as an online store for goods or services, the National Bank of Serbia's IPS instant payments deserve a place next to cards. With the IPS SCAN method the buyer scans a generated IPS QR code in their m-banking app, and the merchant gets confirmation from the acquiring bank within a few seconds. Every acquiring bank offering online card acceptance must also offer instant-payment acceptance, at the same cost as at brick-and-mortar points of sale. We have not shipped an app for a client in Serbia. The nearest proof is Coffict (coffict.com), a coffee ordering and loyalty app, and TrendinChat (trendin.chat), real-time trending-topic chat rooms built in React Native in two weeks, both for clients in Türkiye. Pricing is a single monthly offer: AI-accelerated development from $2,000 per month.

Questions

The things people ask before starting.

Should a mobile app for Serbia be built for Android or iOS first?

Test on Android first and release both together. StatCounter's September 2026 figures give Android 79.08% of mobile operating system share in Serbia and iOS 20.92%. With React Native one codebase ships to both stores, so the decision is about where testing hours go, not about leaving iPhone users out.

Does an app in Serbia need consent before analytics SDKs run?

Yes, unless the storage is strictly needed to carry the communication or to provide a service the user explicitly asked for. Article 160 of the Law on Electronic Communications requires clear information and a chance to refuse before data is stored on or read from a device. It is worth confirming edge cases with a lawyer.

What is the age of digital consent for apps in Serbia?

It is 15. Under Article 16 of the Law on Personal Data Protection, a user aged 15 or over can consent alone to information society services. Below 15, consent has to come from a parent or legal representative, and the controller must make reasonable efforts to verify it was actually given, so sign-up needs an age step.

Which payment methods should a shopping app in Serbia support?

Plan for cards and IPS instant payments together. Any acquiring bank that offers online card acceptance has to offer instant-payment acceptance as well, at the same cost as at physical points of sale, and with IPS SCAN the buyer pays by scanning a QR code in their m-banking app.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
