SaaS Development for Founders Selling in Serbia

A foreign company selling software subscriptions to consumers in Serbia must appoint a tax representative and register for VAT whatever its turnover. Invoices between Serbian VAT payers go through the state e-invoice system. Domestic payments are made in dinars, with an exception for software sold online by card or electronic money through a payment provider in Serbia. None of this is interface work. It sits in the billing core, which is cheaper to design in than to retrofit.

We are Curiosive, a studio in Ankara, Türkiye, that builds SaaS products with AI coding agents and senior engineer review on every change. Engineers design the multi-tenant data model, tenant isolation, billing webhooks and entitlement logic; agents produce the CRUD screens, admin views, migrations and the test suites around them. With Ankara one or two hours ahead depending on the season, most of the client's day overlaps with ours.

VAT on SaaS sold in Serbia: rates, threshold and foreign sellers

Serbia's VAT Law sets a 20% general rate and a 10% special rate, with registration triggered by RSD 8,000,000 of turnover over 12 months. Electronically supplied services to non-taxable persons are taxed where the recipient has its seat or residence, so a subscription sold to a consumer resident there is taxed there wherever the seller sits. The threshold does not protect a foreign seller: one making VAT-able supplies in the country must appoint a tax representative and register whatever its turnover, unless it supplies only VAT payers. The consolidated text with the amendments in Official Gazette 80/2026, in force since 8 September 2026 and mostly applying from 1 January 2027, keeps these rates and this threshold. In the product that means tax stored per invoice line, customer type captured at sign-up, and business and consumer plans that can be priced separately.

Dinar payments and subscription checkout for SaaS in Serbia

Under Article 34 of the Law on Foreign Exchange Operations, payments, collections and transfers in the Republic between residents, and between residents and non-residents, are made in dinars, apart from listed exceptions. One exception covers the online sale of software and other digital products delivered exclusively by telecommunication, digital or IT means, paid by card or electronic money through a Serbian payment service provider. Contracts may be denominated in a foreign currency, but payment under them is made in dinars. For a subscription product this shapes the billing model: contract currency and charged currency become separate fields, and the choice of payment provider follows from the route you rely on. Confirm that route with an accountant before integrating a provider, because changing it after launch can mean migrating every active subscription.

E-invoicing and eID login for B2B SaaS billing in Serbia

Under the Law on Electronic Invoicing, e-invoices are issued through the state system of electronic invoices (sistem elektronskih faktura). Obligations involving public-sector entities have applied since 1 May 2022, and issuing e-invoices between private-sector VAT payers since 1 January 2023. A foreign company's VAT tax representative must also issue e-invoices through the system, while retail sales under the fiscalization law are exempt, with listed exceptions. The latest amendments, in Official Gazette 80/2026, mostly apply from 1 January 2027. On the user side, eID.gov.rs gives people who register, activate the ConsentID mobile app and activate a qualified certificate in the cloud an electronic signature without a card reader and one login for portals including eInvoice, the Serbian Business Registers Agency (APR) and eTaxes. For the product, each invoice record should carry what the state system needs and a tracked status, not end as a PDF emailed at month end.

The 2026 consumer protection law and subscription sign-up flows

The new Law on Consumer Protection (Official Gazette RS No. 35 of 23 April 2026) has applied since early August 2026 and covers digital content and digital services, including where the consumer provides personal data instead of paying. It keeps a 14-day withdrawal right for distance contracts. Before the contract is concluded, the trader must disclose the termination conditions of an automatically renewing contract and any price personalised by automated decision-making. An online order does not bind the consumer unless the order button clearly states that it creates an obligation to pay. These are product requirements: the plan page, the renewal terms, the cancellation path and the label on the button are screens we build, and agents write the tests that check each one on every change.

Information security duties, tenant isolation and SaaS we have shipped

The Law on Information Security (Official Gazette RS No. 91 of 23 October 2025) lists providers of cloud computing services among operators of priority ICT systems, and providers of information society services among operators of important ICT systems. Operators in scope must apply for entry in the record of ICT systems of special importance, carry out a risk assessment, adopt an ICT system security act and check compliance of their protection measures at least once a year. The designation criteria, including size, are left to a Government bylaw. The engineering that supports this is what keeps tenants apart anyway: an isolated multi-tenant data model, access control designed and reviewed by a person, and idempotent billing webhooks. We have not built a SaaS for a client in Serbia. The closest proof is Reveal Software (reveal.software) for a client in Romania and PicKey (pickey.ai), which has subscription billing.

Questions

The things people ask before starting.

Does a foreign SaaS company need to register for VAT in Serbia?

Yes, if it makes VAT-able supplies there to anyone other than VAT payers. The VAT Law requires a foreign supplier to appoint a tax representative and register whatever its turnover, so the RSD 8,000,000 threshold does not help. Electronically supplied services to consumers are taxed where the customer has its seat or residence.

Can a SaaS in Serbia charge its customers in euros?

A contract can be denominated in euros, but domestic payment under it is made in dinars unless an exception applies. One exception covers software sold online and paid by card or electronic money through a payment service provider in the country. Billing logic should keep the contract currency and the charged currency apart.

Does a foreign SaaS company need a personal data representative in Serbia?

Yes, unless an exemption applies. The Law on Personal Data Protection reaches foreign controllers and processors offering services to people resident in Serbia, and Article 44 requires a written appointment of a representative. Processing that is occasional, unlikely to create a risk and free of large-scale special-category or criminal-offence data is exempt. A legal entity that fails to appoint one faces a fine of RSD 100,000.

How much does it cost to build a SaaS product for the Serbian market?

Our one offer, AI-accelerated development, starts from $2,000 per month in US dollars. That is a starting point, not a quote: scope and capacity are agreed in writing after a discovery call, with no long contract to begin.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
