SaaS Development for Founders in Slovakia

From 1 January 2027, VAT payers established in Slovakia must issue structured XML e-invoices under EN 16931 for specified domestic B2B and B2G supplies, and suppliers report the invoice data to the financial administration through the delivery service when each one is issued. For a SaaS company billing other Slovak businesses, the invoice stops being a PDF attached to an email and becomes a data integration with its own failure states and fines.

Curiosive is an Ankara, Türkiye studio whose AI coding agents work under senior engineer review. On SaaS work, engineers design the multi-tenant data model, tenant isolation, billing webhooks and plan logic, while agents produce the CRUD screens, admin views, migrations and test suites around them. Our clocks are an hour ahead of Slovak summer time and two hours ahead of Slovak winter time, so most of each working day overlaps.

E-invoicing in Slovakia from 2027: what SaaS billing must produce

The mandate covers e-invoices to other domestic businesses, taxable persons and legal persons, delivered in principle through a certified Peppol delivery service provider, the 'digitálny poštár'. All domestic taxable persons, including non-VAT payers, must be able to receive these invoices. B2C invoicing is out of scope, and foreign businesses that are only VAT-registered in Slovakia are not covered between 1 January 2027 and 30 June 2030. Act No. 385/2025 Coll. allows fines for reporting failures of up to 10,000 EUR, or up to 100,000 EUR for repeated breaches. From 1 July 2030, e-invoicing and digital reporting extend to cross-border supplies, and the kontrolný výkaz and súhrnný výkaz are abolished. In the product, each invoice becomes a structured record generated once, sent through the provider, retried idempotently and reconciled against its delivery status, with every state under test.

VAT on SaaS subscriptions in Slovakia and across the EU

Since 1 January 2025, § 27 of the Slovak VAT Act (Act No. 222/2004 Coll.) sets a 23% standard rate and reduced rates of 19% and 5%, and the standard rate applies to any good or service not listed in Annex 7 or Annex 7a. Selling across the EU adds a second layer. Business customers in other EU countries usually pay VAT themselves under the reverse charge, although there are exceptions. Electronic services sold to consumers are taxed in the customer's country, with a EUR 10,000 threshold below which the seller's own country's VAT may apply, and the One Stop Shop lets you declare that VAT through a single registration. In the product, tax logic lives in one tested module fed by the customer's country and VAT number status. It is worth confirming your own position with an accountant before launch.

Payments for Slovak customers: SEPA Instant and card authentication

Banks holding more than 50% of Slovak payments and accounts launched SEPA Instant Payments on 1 February 2022; banks in Slovakia have received instant payments since 9 January 2025 and had to be able to send them by 9 October 2025. For cards, the PSD2 strong customer authentication standards let providers skip authentication for remote payments of no more than EUR 30, but only while the payer stays within a cumulative EUR 100 or five consecutive transactions since the last authentication. Subscription state comes from the payment provider's events, and each webhook handler checks whether it has already seen an event before acting on it. PicKey (pickey.ai), a visual password manager with subscription billing built for a client in India, is our nearest shipped example.

Multi-tenant SaaS architecture for customers in Slovakia

Engineers design tenant separation before any screen exists: which tables carry a tenant key, how every query is scoped and how plans map to entitlements the product checks on each request. For the Slovak market, each tenant's billing profile also records whether the customer is a domestic business that must receive structured e-invoices or a consumer outside the mandate, and consumer-facing terms need Slovak text by default under Consumer Protection Act No. 108/2024 Coll. With those boundaries fixed, coding agents produce the volume: CRUD screens, admin views, migrations and the test suites that prove one tenant cannot read another's records. Nothing an agent writes merges until a senior engineer has read it. The stack is PostgreSQL with Drizzle ORM, a Hono API and a Next.js front end, the combination behind Reveal Software (reveal.software), built for a client in Romania.

Cybersecurity and cloud switching duties for SaaS in Slovakia

Slovakia transposes NIS2 through Act No. 69/2018 Coll. on Cybersecurity, in the version in force since 30 April 2026. NIS2 covers medium-sized and larger entities in its listed sectors, which include cloud computing and managed service providers. Under the Slovak act, such providers can be entered in the Národný bezpečnostný úrad's register of operators of essential services even without a seat in Slovakia, where statutory criteria apply, such as making their cybersecurity risk decisions there. A serious incident needs an early warning at the latest within 24 hours of detection, so logging and alerting must exist before launch. The EU Data Act, applied since 12 September 2025, adds switching rules for SaaS: a written contract, a notice period of no more than two months, a transition of no more than 30 calendar days and no switching charges from 12 January 2027. Mostly custom-built services are partly exempt. A full customer data export belongs in the first version.

Questions

The things people ask before starting.

What VAT rate applies to SaaS subscriptions sold in Slovakia?

The default is the 23% standard rate, in force since 1 January 2025, unless a reduced rate in Annex 7 or 7a of the VAT Act applies. Sales to customers in other EU countries follow different rules: reverse charge for most business customers, and usually the customer's country for electronic services sold to consumers.

Does the Slovak e-invoicing mandate apply to B2C SaaS subscriptions?

No. From 1 January 2027 the mandate covers specified domestic supplies to businesses, taxable persons, legal persons and the public sector. B2C invoicing is out of scope. A SaaS product selling to both groups needs to tell them apart at checkout, because only the business invoices go through the Peppol delivery service.

Can customers in Slovakia pay for a subscription by instant bank transfer?

The banking side supports it: banks in Slovakia have received SEPA instant payments since 9 January 2025 and had to be able to send them by 9 October 2025. Whether you can offer it at checkout depends on your payment provider, so we confirm that during discovery before designing the billing flow.

What budget does a SaaS product for the Slovak market need?

Budget from $2,000 per month, the entry point of our single AI-accelerated development offer in US dollars; it is not a quote. Following the discovery call, capacity and scope are set down in writing, with the Slovak e-invoicing and VAT work listed from the outset.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.
