SaaS Development for Founders Selling in Slovenia

From 1 January 2028, structured XML e-invoices become mandatory between all entities in the Slovenian Business Register and self-employed persons, still the stated date when the government page was last updated on 30 June 2026. A SaaS company on that register billing other registered businesses will need its billing system to issue those invoices, and a PDF will not count. Add a 22% standard VAT rate and fiscal verification rules for card payments, and billing is real engineering.

We are Curiosive, a studio in Ankara, Türkiye, where AI coding agents write SaaS code and senior engineers review it. Engineers design the tenant model, billing state and plan logic; agents then produce the CRUD screens, admin views, migrations and test suites around them. Slovenian clocks run two hours behind ours in winter and one in summer, which leaves a long stretch of shared office time.

VAT on SaaS sold in Slovenia: 22% and the EUR 60,000 threshold

The standard VAT (DDV) rate is 22%. A reduced 9.5% rate covers only the supplies listed in Annex I to ZDDV-1, and FURS publishes guidance on a special lower 5% rate. A Slovenian small taxpayer is exempt from charging VAT while annual turnover in Slovenia does not exceed EUR 60,000. Exceeding EUR 60,000 but not EUR 66,000 in the current year ends the exemption from 1 January of the following year; exceeding EUR 66,000 means charging VAT from the transaction that crosses it. Cross-border sales follow EU rules: business customers in other EU countries usually pay under the reverse charge, with several exceptions, while electronic services to consumers are taxed in the customer's country, although below EUR 10,000 they may be taxed where the seller is established. The One Stop Shop lets a seller declare and pay that VAT through one EU country.

B2B e-invoicing in Slovenia from 2028, then ViDA from 2030

The Act on the Exchange of Electronic Invoices and Other Electronic Documents, passed by the National Assembly on 23 October 2025, sets the 2028 mandate. Invoices must travel through an e-route provider, an own direct-exchange system, Peppol or FURS's free miniBlagajna app. Email delivery is not allowed except to consumers. Selling to Slovenian budget users already requires e-invoices through the Public Payments Administration (UJP) in e-SLOG, UBL 2.1 or CEFACT 100.D16B format. At EU level, the VAT in the Digital Age directive provides that from 1 July 2030 invoices are issued as e-invoices under the European standard, though Member States may allow other standards for domestic supplies. The practical step is to store invoices as structured data from the first release and render the PDF from that, so connecting to Peppol later is an integration, not a rewrite.

Card payments, fiscal verification and SCA in subscription billing

Under the Fiscal Verification of Invoices Act (ZDavPR), a taxpayer who keeps business books and must issue a VAT invoice has to fiscally verify with FURS any invoice paid 'in cash'. Cash here includes payment and credit cards, cheques and any method that is not a direct transfer to a transaction account. Telecommunications, broadcasting and electronic services supplied to non-taxable persons by taxpayers without a seat in Slovenia are excluded, so the answer depends on where the selling company is seated and who the customer is. For card checkout, one exemption in the PSD2 technical standards lets a provider skip strong customer authentication for a remote electronic payment of no more than EUR 30, but only while payments since the last authentication stay within a cumulative EUR 100 or five consecutive transactions. How all of this applies to your setup is worth confirming with an accountant before launch.

Accessibility and switching duties for SaaS in Slovenia

Slovenia transposed the European Accessibility Act through ZDPSI (Uradni list RS, št. 14/23), with the requirements applying from 28 June 2025. The Market Inspectorate (TIRS) supervises e-commerce services, and microenterprises providing services are outside the act: fewer than 10 employees and either annual turnover or an annual balance sheet total not exceeding EUR 2 million. A founder past that size, selling a consumer service in scope, should make accessibility part of the acceptance criteria for every screen. Separately, the EU Data Act has applied since 12 September 2025, and its recitals place SaaS among data processing services. Switching terms belong in a written contract with a notice period of at most two months and a transition of at most 30 calendar days, and from 12 January 2027 no switching charges are allowed. That makes a complete tenant data export a product feature.

Tenant isolation, billing webhooks and what agents build

The parts of a SaaS product that can leak data or money are designed by engineers: the multi-tenant data model and tenant isolation in PostgreSQL, idempotent billing webhooks so a redelivered event is not processed twice, and the plan and entitlement logic that decides what each customer can do. Agents then produce the CRUD screens, admin views, migrations and test suites around those boundaries, and nothing they write merges until a senior engineer has approved the diff. Every billing transition, from trial start to failed renewal, gets a test of its own. Shipped examples: Reveal Software (reveal.software), video onboarding built for a client in Romania on Hono, Drizzle ORM and PostgreSQL; PicKey (pickey.ai), with subscription billing on Stripe; Inspire Film (inspire.film), with per-title entitlement.

Questions

The things people ask before starting.

What VAT rate applies to SaaS subscriptions sold in Slovenia?

The standard DDV rate is 22%, and the reduced 9.5% rate applies only to supplies listed in Annex I to ZDDV-1. Small taxpayers are exempt while annual turnover in Slovenia stays within EUR 60,000, and exceeding EUR 66,000 means charging VAT from that transaction.

When does B2B e-invoicing become mandatory in Slovenia?

On 1 January 2028, the date the government page still stated when last updated on 30 June 2026. From then, invoices between entities in the Business Register and self-employed persons must be structured XML e-invoices sent through an e-route provider, a direct-exchange system, Peppol or miniBlagajna. A PDF by email will not count.

Does my SaaS in Slovenia have to meet accessibility requirements?

It depends on the service and your size. ZDPSI has applied the European Accessibility Act requirements since 28 June 2025 to consumer services in scope, such as e-commerce and consumer banking services, but microenterprises with fewer than 10 employees and no more than EUR 2 million turnover or balance sheet total are exempt.

Can a SaaS product charge EU customers a fee for switching providers?

Only reduced charges until 12 January 2027, and none after that. The EU Data Act, applied since 12 September 2025, covers SaaS and caps switching charges at costs directly linked to the switch until that date. Services mostly custom-built for one customer are exempt from some of these duties, if the customer is told before signing.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
