Software Development for Companies in Slovenia

Slovenia sits one or two hours behind Ankara, depending on the season, which leaves 7 to 8 shared hours in a standard 09:00 to 18:00 working day. For a team hiring engineering capacity in Türkiye, the clock is the easy part. The part that needs planning is data: EDPB guidance treats even on-screen access by engineers outside the EU as a transfer when the transfer criteria are met, and Türkiye has no EU adequacy decision.

Curiosive is an Ankara studio, working from Türkiye, that writes software with AI coding agents and has senior engineers review the output. Your team can use us for a product built end to end or for a monthly engagement embedded in their own roadmap. Agents handle scaffolding, migrations, test coverage and refactors across hundreds of files. People design and review data models, authentication, permissions, payment paths and anything that touches personal data.

Working hours between Slovenia and Ankara, winter and summer

Ankara runs on UTC+3 all year, while Slovenia changes its clocks. In winter, you are on UTC+1 and Ankara is two hours ahead: our 09:00 start is 07:00 for you, our 18:00 finish is 16:00, and your 09:00 is 11:00 in Ankara. That leaves 7 shared hours in a standard 09:00 to 18:00 day. In summer, you are on UTC+2 and the gap narrows to one hour: our day runs from 08:00 to 17:00 your time, your 09:00 is 10:00 in Ankara, and the overlap is 8 hours. Work runs on Türkiye business hours, so a question sent at 16:00 your time in winter arrives as our day ends and is picked up the next morning. Decisions are written down asynchronously, a releasable increment ships every week, and one short weekly call sits inside the shared hours.

GDPR transfers when engineers in Türkiye touch Slovenian data

Slovenia supplements the GDPR with the Personal Data Protection Act (ZVOP-2, Official Gazette of the Republic of Slovenia No. 163/22), which has applied since 26 January 2023, when ZVOP-1 ceased to apply. The cross-border question is set at EU level. EDPB Guidelines 05/2021 say remote access from a third country is a transfer under GDPR Chapter V when the three transfer criteria are met, even if personal data is only displayed on a screen for support, troubleshooting or administration. As of 2 October 2026, Türkiye is not on the European Commission's adequacy list, so access by a studio in Ankara needs another Chapter V tool, such as the Standard Contractual Clauses of Decision (EU) 2021/914. Where you are the controller and we act as processor, the controller-to-processor module fits, and under Clause 14 both parties warrant they have no reason to believe Turkish law and practice would stop us from complying.

Contracting cross-border from Slovenia, in euros or dollars

Clients in Slovenia contract with Curiosive cross-border; the studio has no office outside Ankara. Scope and budget are put in writing after a discovery call, and an engagement can start without a long contract. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. The code belongs to you from the first commit. If your company falls under NIS2, for example as a medium-sized or larger cloud computing or managed service provider, its Article 21 requires you to address supply chain security in relationships with direct suppliers and service providers, so expect to include us in that review. Staging environments with synthetic data also keep the number of personal data transfers small.

AI Act authorities for software used in Slovenia

If the system you are building includes AI features, Slovenia's AI Act implementing law, ZIUDHPUI, names five market surveillance authorities: AKOS, the Information Commissioner, Banka Slovenije, the Insurance Supervision Agency and the Market Inspectorate. AKOS handles the Article 50 transparency obligations and AI regulatory sandboxes. Article 50 has applied since 2 August 2026 and includes designing systems so people are told they are interacting with an AI system unless that is obvious. The Information Commissioner supervises prohibited practices and Annex III high-risk systems in biometrics, education, law enforcement, migration and justice. The Digital Omnibus on AI (Regulation (EU) 2026/1744) moved the high-risk obligations for Annex III systems to 2 December 2027, which gives teams building in those areas time to design for them rather than retrofit.

How agentic software engineering works on an engagement

Each task starts as a scoped brief with acceptance criteria and the boundaries the agent must not cross. A coding agent, Claude Code or Cursor, reads the existing code, plans, implements, updates tests and runs the type checker, linter and test suite before proposing a change. A senior engineer reads every diff, continuous integration re-runs the checks, and agents never merge their own work. This changes how much code a week of engineering produces. It does not change who is accountable for auth, permissions or personal data. The studio's record includes the Zing Coach (zing.coach) rebuild from Webflow to Next.js, the revival of RateItAll (rateitall.com) with its 12M+ reviews, and the Detailed SEO Extension, used by 600,000 SEOs and maintained through its acquisition by Ahrefs.

Questions

The things people ask before starting.

Is outsourcing software development from Slovenia to Türkiye GDPR compliant?

It can be, with the right transfer tool. Türkiye has no EU adequacy decision as of 2 October 2026, and remote access to personal data is a transfer when the Chapter V criteria are met, so the contract usually adds a safeguard such as the 2021 Standard Contractual Clauses. It is worth confirming the set-up with a lawyer before production access is granted.

How many working hours overlap between Slovenia and Ankara?

Seven hours in winter and eight in summer, in a standard 09:00 to 18:00 day. Ankara is two hours ahead in winter and one hour ahead in summer, because Türkiye stays on UTC+3 all year. Our working day covers 07:00 to 16:00 or 08:00 to 17:00 your time.

Can a Slovenian company hire Curiosive for a monthly engagement?

Yes. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Capacity is agreed in writing before work begins, no long contract is required, and you hold the repository from day one.

Do AI coding agents make outsourced software development cheaper?

They make volume cheaper, not judgement. Agents take on scaffolding, migrations, test coverage and large refactors, which shortens that part of the work. Review is unchanged: a senior engineer reads every diff, while data models, authentication, payment paths and personal data stay with engineers, which matters more when systems hold data covered by ZVOP-2.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
