VAT on SaaS sold to customers in Bosnia and Herzegovina
A UIO notice dated 25 July 2025 covers multinational companies with no seat in BiH that supply electronic services to people there. They must appoint a tax representative (poreski punomoćnik) who is a registered VAT payer, then register for, report and pay VAT. Registration is mandatory once taxable turnover exceeds the 100,000 KM threshold in a calendar year and voluntary below it. The notice also pointed to amendments to the VAT Rulebook, including its place-of-supply rules for services, due to start applying on 6 August 2025. The Central Bank operates as a currency board and the convertible mark is fixed at KM 1.95583 to one euro, so a price list set in euros converts at a known rate. In the product, that means storing each customer's VAT status and residence evidence at checkout and tracking turnover in KM. The exact registration point is worth confirming with an accountant.
