SaaS Development for Selling to and From Estonia

A common mistake with a subscription product sold in Estonia is treating billing as a setting in the payment provider. Invoices to registered business buyers may need to be structured e-invoices rather than PDFs, the standard VAT rate is 24% while cross-border B2B sales usually fall under the reverse charge, and the EU Data Act sets switching terms for SaaS contracts. All of that lives in the data model, so it needs designing before the first invoice goes out.

Curiosive, a studio working from Ankara, Türkiye, builds SaaS with AI coding agents under senior engineer review. Engineers design the multi-tenant data model, tenant isolation, plan and entitlement logic and idempotent billing webhooks; agents produce the CRUD screens, admin views, migrations and test suites around them. SaaS work we have shipped includes Reveal Software (reveal.software), video onboarding for SaaS products, for a client in Romania, and PicKey (pickey.ai), a visual password manager with subscription billing, for a client in India.

VAT on SaaS in Estonia: the 24% rate, reverse charge and OSS

Estonia's standard VAT rate has been 24% since 1 July 2025, and § 15 of the VAT Act sets the other rates at 13%, 9% and 0%. Under EU VAT rules, services sold to businesses in another EU country usually fall under the reverse charge, so the customer pays VAT at its own country's rate, although there are exceptions. Electronic services sold to consumers are taxed in the customer's country, though below a EUR 10,000 threshold they may be taxed where the seller is established, and the One Stop Shop lets a seller register in one EU country to declare that VAT. A business with no EU establishment selling electronic services to consumers can register with the Estonian Tax and Customs Board for the OSS non-Union scheme by emailing form R2, without a local VAT number, getting e-MTA access with an e-resident ID card or through an authorised representative. Returns are filed and paid quarterly, by 30 April, 31 July, 31 October and 31 January.

Structured e-invoices for B2B SaaS billing in Estonia

In 2025 Estonia replaced its 2019 duty to e-invoice the public sector with a 'buyer chooses' rule in Accounting Act § 7¹(7) that also covers the private sector. Unless the parties agree otherwise, a seller must send a structured e-invoice, not a PDF, to any buyer registered as an e-invoice recipient in the e-Business Register. About 18,000 companies are registered, and all public bodies already are. EU-wide, Directive (EU) 2025/516 provides that from 1 July 2030 invoices are to be issued electronically under the European standard, though Member States may allow other standards for domestic supplies, and it requires invoices for reverse-charge supplies within 10 days of the chargeable event. The invoice generator should therefore check each customer's registration and produce a structured invoice where needed, instead of mailing the payment provider's PDF. Agents can build the field mapping and its tests; an engineer owns the rule that decides which format a customer receives.

Payments and strong customer authentication for subscriptions

Eesti Pank says fewer than one in ten Estonians remain dedicated cash users, and that payment initiation services let shoppers pay an online store straight from their bank account, without a card or a bank link. A checkout for that market should weigh the bank route alongside cards. On cards, the PSD2 strong customer authentication standards, applied since 14 September 2019, let payment service providers skip authentication for a remote payment of no more than EUR 30, but only while payments since the last authentication stay within a cumulative EUR 100 or five consecutive transactions. Recurring billing should treat authentication challenges and failed renewals as ordinary, tested events. PSD3 and the Payment Services Regulation were listed as close to adoption on 20 September 2026 and still need formal adoption. A senior engineer reviews every payment path, and webhook handlers are idempotent, so the same event arriving twice changes nothing the second time.

Accessibility and Data Act switching duties for SaaS in Estonia

Estonia transposed the European Accessibility Act through the Products and Services Accessibility Act, in force since 28 June 2022. Its requirements apply to services provided as of 28 June 2025, including consumer e-commerce services. The Consumer Protection and Technical Regulatory Authority (TTJA) supervises it, and a legal person providing a non-conforming service can be fined up to EUR 20,000. The directive covers services to consumers and exempts microenterprises from its service requirements. The EU Data Act, applying since 12 September 2025, places SaaS among data processing services: switching terms need a written contract with notice of at most two months and a transitional period of at most 30 calendar days. Until 12 January 2027 only reduced switching charges capped at direct costs are allowed, and none after that. Services mostly custom-built for one customer and not offered at broad commercial scale are partly exempt, and the provider must say which obligations do not apply before signing.

Questions

The things people ask before starting.

Does a SaaS company in Estonia charge VAT on sales to other EU businesses?

Usually not. A B2B sale of services to another EU country normally falls under the reverse charge, so the customer accounts for VAT at its own country's rate. Exceptions exist, and sales to consumers follow different rules, so have an accountant confirm your setup.

Does a SaaS invoice to an Estonian company have to be an e-invoice?

It does when the buyer is registered as an e-invoice recipient in the e-Business Register, unless both sides agree otherwise. A PDF does not satisfy the rule; the invoice has to be structured. Every public body is registered, so billing should look up each customer's status before issuing.

Does the accessibility act apply to a small SaaS startup in Estonia?

Under the European Accessibility Act, not to its services if it is a microenterprise: fewer than 10 persons and annual turnover or balance sheet total of no more than EUR 2 million. Larger providers of covered consumer services, such as consumer e-commerce, must meet the Products and Services Accessibility Act, which TTJA supervises.

How does Curiosive keep customer data apart in a multi-tenant SaaS?

By putting the tenant boundary in the data model before any screen exists. Engineers decide how every table and query is scoped to a tenant and test that one customer cannot read another's records. Agents then generate the CRUD screens, admin views and migrations against that model, and nothing they write merges until a senior engineer has read it.

What does a SaaS MVP cost, and how do we work together from Estonia?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. The time difference with Ankara is never more than an hour, and we hold one short weekly call.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
