Software Development for Product Teams in Estonia

In winter, Ankara is one hour ahead of Estonia; in summer the two share a clock. That puts a studio in Türkiye inside almost all of your working day. The harder questions sit elsewhere: personal data reaching engineers outside the EU, a contract across a border, and whether to hire or rent engineering capacity while the roadmap keeps moving.

Curiosive is a studio in Ankara, Türkiye, that builds with AI coding agents and has a senior engineer review everything they produce. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. The code is yours from the first commit, with repository, database and hosting accounts in your name, and there is no long contract to begin.

Time-zone overlap between Estonia and Ankara, winter and summer

Ankara runs on UTC+3 all year because Türkiye does not use daylight saving time. Estonia runs on UTC+2 in winter and UTC+3 in summer. In winter Ankara is one hour ahead: when our day starts at 09:00 it is 08:00 in Tallinn, and when it ends at 18:00 it is 17:00 there. Your 09:00 start is 10:00 in Ankara, so a standard 09:00 to 18:00 day shares 8 hours. In summer the clocks match and all 9 hours overlap. There is no overnight gap to design around, so the weekly call can sit anywhere inside the shared hours. Work runs on Türkiye business hours, and we still keep decisions written and asynchronous, because a written decision survives holidays and new joiners.

GDPR transfers when engineers in Türkiye work on Estonian data

As of 2 October 2026, Türkiye is not on the European Commission's list of adequacy decisions, so personal data your company makes available to a studio in Türkiye needs another GDPR Chapter V transfer tool, such as the Standard Contractual Clauses in Commission Implementing Decision (EU) 2021/914. The clauses come in four modules, and the right one depends on each party's role, for example controller to processor. Under Clause 14, both parties warrant that they have no reason to believe the destination country's laws and practices prevent the importer from complying. EDPB Guidelines 05/2021 add that remote access from a third country is a transfer when the three transfer criteria are met, even if data is only displayed on a screen. In Estonia, GDPR fine cases are conducted by the Data Protection Inspectorate (Andmekaitse Inspektsioon) as misdemeanour proceedings. A setup worth planning keeps production personal data out of development, with narrow production access covered by the clauses.

Data protection fines in Estonia and why review gates matter

Estonia supplements the GDPR with the Personal Data Protection Act, in force since 15 January 2019. Under it, a legal person that breaches GDPR Articles 8, 11, 25 to 39, 42 or 43 can be fined up to EUR 10,000,000 or 2% of its global annual turnover for the previous financial year, whichever is higher. For a team handing engineering to a partner, that turns review discipline into a cost question. Our workflow keeps the boundaries with people. An engineer writes each task with acceptance criteria and the limits an agent must not cross. The agent reads the existing code, implements, adds tests and runs the type checker, linter and test suite before proposing a change. A senior engineer then reads the diff before it merges, agents never merge their own work, and continuous integration re-runs the checks on every change.

Hiring in Estonia or a monthly engagement: Startup Visa and e-Residency

Startup Estonia reported on 22 May 2026 that the country ranked 12th globally and 1st in Eastern Europe in the 2026 StartupBlink index. The Startup Visa, aimed at non-EU founders of technology-based, innovative, scalable companies registered in Estonia and no older than 10 years, also helps Estonian startups hire non-EU staff. Applications go to the Startup Committee and can lead to a long-stay national visa of up to 365 days, extendable by 183 days, for a state fee of EUR 80. A monthly engagement is the other route: 20 hours a month for releases, fixes, code review and roadmap work, with no relocation. e-Residency, offered since 2014, lets people anywhere start a company there fully online; on 5 October 2026 the official site showed 44,082 companies founded by e-residents. Our prices are published in US dollars while Estonia has used the euro since 1 January 2011, so budget for the exchange rate on a cross-border contract.

Software for Estonia's new tax report formats in 2026 and 2027

If your product prepares income and social tax returns (TSD) or VAT returns (KMD) for the Tax and Customs Board (Maksu- ja Tolliamet), the format calendar belongs on the roadmap. According to the Board's data-based reporting programme page, updated 25.09.2026, annexes 1 and 2 of the TSD return moved to a new format on 1 October 2026. XML uploads of those annexes are no longer accepted, and current-layout CSV is accepted only until the end of 2027. A new KMD format starts on 1 April 2027, when current-layout CSV and XML uploads stop being supported. Sending data directly from software to the Board stays optional. Format migrations suit agents: mapping fields across many files and generating tests from sample exports. An engineer owns the validation rules and reads every change before it ships.

Questions

The things people ask before starting.

Is outsourcing software development to Türkiye GDPR compliant for a company in Estonia?

It can be, with a transfer tool in place. Türkiye has no EU adequacy decision as of 2 October 2026, so one route is the Standard Contractual Clauses under Decision (EU) 2021/914. EDPB guidance treats remote access as a transfer when the transfer criteria are met, so the clauses need to cover it. Confirm the specifics with a lawyer.

How many working hours overlap between Tallinn and Ankara?

Eight hours in winter and nine in summer, in a standard 09:00 to 18:00 day. In winter Ankara is one hour ahead, so your 09:00 is 10:00 in Ankara and our 18:00 finish is your 17:00. In summer both run on UTC+3, so the working days line up exactly.

How do AI coding agents change the cost of software development?

They make volume work cheaper, not judgement. Agents take scaffolding, migrations, test coverage and refactors that touch hundreds of files. Data models, authentication, authorization, payment paths and security review stay with senior engineers, so that share of the work does not shrink.

Do we own the code if Curiosive builds our software?

Yes, from the first commit. Repository, database and hosting accounts are opened in your name or connected to accounts you already hold. The code is typed, tested and documented, with no lock-in to our tooling, so your own engineers or another team can take it over at any point.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
