SaaS Development for North Macedonia: Billing, VAT and Tenants

A common mistake when pricing a subscription product in North Macedonia is to assume a single VAT rate. The VAT Law sets a general rate of 18%, yet lists software for automatic data processing machines (computers) among the services taxed at 5%. Which rate your plans carry, when registration becomes mandatory, and how invoices will reach the Public Revenue Office under the draft e-invoicing law all shape the billing model.

Curiosive builds SaaS products from Ankara, Türkiye, one or two hours ahead of North Macedonia depending on the season, using AI coding agents under senior engineer review. Engineers design the multi-tenant data model, tenant isolation, plan and entitlement logic and the billing webhooks. Agents produce the volume around them: CRUD screens, admin views, migrations and the test suites that keep each tenant's data where it belongs.

VAT on selling SaaS in North Macedonia: 18%, 5% and registration

The VAT Law, consolidated through Official Gazette no. 267/25, sets a general rate of 18% and preferential rates of 5% and 10%, and Article 30 lists software for computers among the services taxed at 5%. Registration becomes mandatory once annual turnover exceeds 2,000,000 denars (Article 51). Since 1 January 2024, electronically supplied services such as web hosting, remote maintenance of programs, and software and its updates supplied to non-taxable persons are taxed where the customer is established or resides. A foreign supplier without a seat or branch in the country must register for VAT before its first taxable supply, whatever its turnover, and appoint a single tax representative who is jointly liable for the VAT. Whether your subscription falls under the 5% line is worth confirming with an accountant. We keep the rate as configuration per plan and customer type, not a constant in code.

E-invoicing in North Macedonia: preparing B2B billing for e-Faktura

The Public Revenue Office's central e-Faktura platform has been in a pilot phase since 1 January 2026, and each validated invoice receives a unique eID. The Ministry of Finance's Draft Electronic Invoicing Law, still a draft at EDICOM's 27 August 2026 update, proposes voluntary use from 1 October 2026 and mandatory e-invoicing for VAT-registered entities from 1 April 2027, non-VAT-registered businesses from 1 July 2027, public entities from 1 October 2027 and all remaining entities from 1 January 2028. For a B2B SaaS that means invoices should be structured data from the start, with line items, tax rates and customer tax details stored rather than rendered straight into a PDF, and a field ready for the eID once invoices pass through the platform. Retrofitting that later means migrating historical billing data.

Selling to EU customers from North Macedonia: data transfers

The European Commission's list of adequacy decisions does not include North Macedonia, so an EU customer cannot rely on an adequacy decision when its personal data reaches a SaaS vendor or hosting there. Where the vendor's processing is not subject to the GDPR, the Standard Contractual Clauses of Implementing Decision (EU) 2021/914 count as appropriate safeguards; they come in four modules, including controller to processor for a customer putting its users' data into your product. Under Clause 14 both parties warrant they have no reason to believe the destination's laws and practices prevent the importer from complying; customers will ask where data sits and which sub-processors touch it. Choose the hosting region per tenant early, keep a tenant identifier on every row, and make per-tenant export and deletion a tested operation rather than a support ticket.

KIBS Instant payments and idempotent billing in North Macedonia

On 17 September 2025 the National Bank licensed the clearing house KIBS AD Skopje to operate KIBS Instant, which moves denars account to account in under 10 seconds, 24/7/365; KIBS says the platform also allows a future link to SEPA. If business customers pay your invoices through KIBS Instant, reconciliation should expect payments at any hour, weekends included, and match them to invoices automatically. Card subscriptions run through a payment provider whose events are the source of truth: handlers are idempotent, so a redelivered webhook is not applied twice, and trials, upgrades, failed payments and cancellations are each tested as a separate scenario. We applied the same thinking to subscription billing in PicKey (pickey.ai) and to video onboarding for SaaS products in Reveal Software (reveal.software).

From 1 June 2026 the new Law on Electronic Communications governs how a SaaS may email its users. Article 204 requires the prior consent of users who are natural persons for direct marketing by automated calls, SMS, MMS, fax or email, except that a business may email its own customers about its similar products or services if it gives them a free and simple way to object. In the product that means a consent flag per contact, an objection route in every promotional message, and a clear line between transactional notices and promotion. Article 198(5) of the same law also reaches the web app: reading or storing information on a device needs informed consent unless it is needed for a service the user explicitly requested, so product analytics waits for that consent.

Questions

The things people ask before starting.

What VAT rate applies to software and SaaS in North Macedonia?

The general rate is 18%, but the VAT Law lists software for computers among services taxed at 5%, with 10% as a third rate. Check whether your subscription qualifies for 5% before setting prices. Registration is mandatory above 2,000,000 denars of annual turnover, and foreign sellers without a seat or branch there register before their first taxable supply.

Is e-invoicing mandatory in North Macedonia for SaaS companies?

Not as of EDICOM's 27 August 2026 update, when the Electronic Invoicing Law was still a draft. The e-Faktura platform has been in pilot since 1 January 2026, and the draft proposes mandatory e-invoicing for VAT-registered entities from 1 April 2027, with other groups following until 1 January 2028. Structured billing data now makes the switch a connector, not a rewrite.

Can EU customers use a SaaS product hosted in North Macedonia?

Yes, but they need a transfer tool other than adequacy, because North Macedonia is not on the Commission's adequacy list. Where the vendor's processing is not subject to the GDPR, the Standard Contractual Clauses of Implementing Decision (EU) 2021/914 are one option. Accurate sub-processor lists and per-tenant export and deletion make those contracts easier to honour.

How much does it cost to build a SaaS product for the North Macedonian market?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Multi-tenancy, billing and VAT configuration are planned in that discovery, and every account the product runs on is opened in your name.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
