Software Development for Latvia on a Shared Working Day

In summer, Latvia and Ankara run on the same clock, UTC+3, and in winter Ankara is only one hour ahead. For a team hiring engineering capacity abroad, the working day is rarely the obstacle. The harder questions are legal and practical: how EU personal data may be reached from Türkiye, what the contract has to cover, and who checks the code when much of it is written by AI agents.

Curiosive is a software studio working from Ankara, Türkiye. We take a product end to end or join an existing team on a monthly engagement, using the coding agents Claude Code and Cursor under senior engineer review. Agents handle scaffolding, migrations, test coverage and wide refactors. Engineers design and review data models, authentication, permissions, payment paths and anything that touches personal data. The code is yours from the first commit, in repository and hosting accounts opened in your name.

Working hours between Latvia and Ankara, summer and winter

Ankara stays on UTC+3 all year because Türkiye does not use daylight saving time, while Latvia changes its clocks, which gives two patterns. In summer you are also on UTC+3, so your 09:00 start is our 09:00 and our 18:00 finish is yours: a 09:00 to 18:00 day overlaps completely, 9 hours out of 9. In winter you are on UTC+2 and Ankara is one hour ahead. Our 09:00 start is 08:00 for you, our 18:00 finish is your 17:00, and your 09:00 start is 10:00 for us, which leaves 8 shared hours. Either way our day follows Türkiye business hours, the weekly call fits inside both teams' normal day, and decisions between calls are written down.

GDPR transfers when engineers in Türkiye work on Latvian data

Latvia supplements the GDPR with its Personal Data Processing Law, and the Data State Inspectorate (dvi.gov.lv) is the supervisory authority. Türkiye was not on the European Commission's list of adequacy decisions as of 2 October 2026, so personal data made available to a studio in Ankara needs another Chapter V transfer tool, such as the Standard Contractual Clauses in Implementing Decision (EU) 2021/914. The clauses come in four modules, from controller to controller through processor to controller, so the first step is agreeing which role each party plays. Under Clause 14, both sides warrant that they see no reason to think the destination country's laws and practices stop the importer from complying. EDPB Guidelines 05/2021 count remote access by an engineer in a third country as a transfer once the three transfer criteria are met, even if the data only appears on a screen during support work. Which environments engineers reach, and whether staging holds real data, comes first; the specifics are worth confirming with your lawyer.

Contracting and invoicing for software companies in Latvia

A client in Latvia contracts with us across the border: we have no entity and no office there. Scope and budget are agreed in writing after a discovery call, with no long contract to begin and no lock-in. Our published prices are US dollar starting points, while Latvia has used the euro since 1 January 2014, so the invoicing currency is settled in that written scope. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. If your company is a medium-sized or larger entity in an NIS2 sector, Article 21 of the directive requires it to address security in its relationships with direct suppliers and service providers. A development partner with repository access is one of those relationships, so the contract should name who can reach what.

How a monthly engagement with AI coding agents runs, task by task

An engineer turns each request into a written task with acceptance criteria and a list of what the agent may not touch. The agent, Claude Code or Cursor, then works inside your repository: it reads the surrounding code, plans the change, implements it, adds or updates tests, and proposes the diff only after running the tests, the linter and the type checker. Merging is a human decision. A senior engineer reads each diff, and continuous integration repeats the checks. The saving is in volume, such as a refactor that touches hundreds of files, not in judgement, so the review gate carries more weight as agents write more of the code. Larger work includes the Zing Coach (zing.coach) rebuild from Webflow to Next.js, the revival of RateItAll (rateitall.com) with its 12M+ reviews, and the Detailed SEO Extension, used by 600,000 SEOs.

Latvia's ICT sector, start-up aid and the eID signature change

LIAA reports that the ICT sector was 6.7% of Latvia's GDP in 2023, with 7,060 active ICT companies, more than 43,000 employees and an ICT services trade surplus of EUR 764 million. Qualifying start-ups can use the Law on Aid for the Activities of Start-up Companies, in force since 1 January 2017, which lets them pay social insurance contributions on a fixed base of two Cabinet-set minimum monthly wages per employee. Eligibility needs a qualified venture investment of at least EUR 30,000 (or EUR 15,000 from the other qualified investor categories) in the 24 months before applying, or evidence of an innovative product. If your software signs documents with eID cards, LVRTC says qualified signatures on Cosmo 8.1 chip cards issued between 2 September 2019 and 30 January 2026 will be provided only until 9 December 2026, which may affect more than 346,000 cards.

Questions

The things people ask before starting.

Can a software company in Türkiye work on personal data from Latvia under GDPR?

Yes, with a Chapter V transfer tool in place. Türkiye has no EU adequacy decision as of 2 October 2026, so a tool such as the Standard Contractual Clauses from Decision (EU) 2021/914 is needed. Under EDPB guidance, remote access can be a transfer even when engineers only view data on screen, so the clauses should be signed before access starts.

What is the time difference between Latvia and Türkiye?

Zero hours in summer and one hour in winter. Ankara stays on UTC+3 all year, while Latvia uses UTC+3 in summer and UTC+2 in winter. Counting a 09:00 to 18:00 office day, that gives 9 overlapping hours in summer and 8 in winter.

How much does it cost to outsource software development from Latvia?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Both are US dollar starting points, not quotes. Scope and budget are agreed in writing after a discovery call.

Do AI coding agents push code to production without review?

No. Agents propose changes but cannot merge them. Each diff is read by a senior engineer, and continuous integration repeats the tests, lint and type checks on every change. Data models, authentication, authorization, personal data handling, payment paths and the security review are engineering work, not agent work.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
