SaaS Development for Founders Selling in Alaska

A common mistake when selling SaaS into Alaska is to stop at 'there is no sales tax'. The state Department of Revenue does say Alaska currently has no sales and use tax, but some local jurisdictions impose their own, and the code their remote seller commission applies presumes all sales and services are taxable, subscriptions included. A subscription product with customers in the state needs billing built for that from the start, not patched after the first notice arrives.

Curiosive is a studio in Ankara, Türkiye, building SaaS products with AI coding agents under senior engineer review. Engineers design the multi-tenant data model, tenant isolation, billing state and entitlements; agents produce the CRUD screens, admin views, migrations and test suites around them. Our working day falls during your night, so progress arrives as a written handoff each morning.

Alaska remote seller sales tax registration for SaaS companies

Remote sellers must register with the Alaska Remote Seller Sales Tax Commission (ARSSTC) within 30 days of reaching $100,000 in statewide gross sales into the state in the current or previous year. All sales count toward that figure regardless of whether they are taxable, including an out-of-state seller's sales through a marketplace facilitator. The former 200-transaction threshold was removed from 1 January 2025. That differs from the South Dakota law the Supreme Court upheld in Wayfair in 2018, which applied to sellers delivering more than $100,000 of goods or services or making 200 or more separate transactions. For a SaaS business with many small subscriptions, only revenue now decides when registration is due. The billing system should be able to report gross sales into the state by year at any time, which means a reliable customer address on every subscription.

How Alaska local sales tax treats SaaS and digital goods

The ARSSTC Remote Seller Sales Tax Code, amended in July 2024 and effective 1 January 2025, defines a digital good as any product delivered electronically, whether downloaded, streamed or subscribed to. Its definition of services includes digital services and internet services. It presumes all sales and services are taxable and allows exemptions only where a member jurisdiction's own code provides one. Electronically transferred products are sourced to the buyer's billing address. Rates are set locally: the member list checked on 5 October 2026 has 65 tax entries for 57 jurisdictions, including Juneau at 5%, the City of Kodiak at 7%, the City of Kenai at 3% plus the Kenai Peninsula Borough at 3%, and Wasilla at 2.5%. The Municipality of Anchorage appears only for a 5% alcoholic beverage tax, with no general retail entry.

Billing logic for Alaska customers: addresses, seasons, webhooks

Two details in that code become engineering work. Because sourcing follows the billing address, the address is tax data, and changes to it need a history. Because some rates move with the calendar, such as Sitka at 6% from April to September and 5% from October to March, the rate has to be resolved for the invoice date rather than cached once. Billing state comes from the payment provider's events, and every webhook handler is idempotent, so the same event delivered twice changes nothing the second time. Plans, trials, upgrades and entitlements are designed and reviewed by engineers; agents write the screens, migrations and tests around that core. PicKey (pickey.ai), a password manager with subscription billing on Stripe, and Reveal Software (reveal.software), video onboarding for SaaS products built on Hono, Drizzle ORM and PostgreSQL, are two products we have shipped.

Licensing, funding and income tax for a SaaS startup in Alaska

Anyone engaging in business in the state needs a state business license first under AS 43.70.020 and 43.70.030. It costs $50 a year for a line of business, and knowingly operating without a current one can bring a civil fine of up to $300. On income tax, SB 113 would have brought highly digitized businesses under the Alaska Net Income Tax Act; it passed both chambers in 2025, but the governor vetoed it on 27 September 2025 and the veto was sustained on 22 January 2026, so it is not law. For funding, the Alaska Small Business Development Center administers the State Small Business Credit Initiative: about $59 million in the state program, including $5 million for venture capital and equity, while the Alaska SSBCI Tribal Consortium of 125 Tribes has $83 million, including $22.9 million for venture capital. Eligible businesses have fewer than 750 employees and operate in the state.

Questions

The things people ask before starting.

Do we have to collect sales tax on SaaS sold to customers in Alaska?

Possibly, at the local level. There is no state sales tax, but once your statewide gross sales into Alaska reach $100,000 in the current or previous year you must register with the ARSSTC within 30 days, and its code presumes digital services are taxable unless a member jurisdiction's own code exempts them. Confirm your position with an accountant.

Which customer address sets the sales tax on a SaaS subscription in Alaska?

The buyer's billing address. The ARSSTC code sources electronically transferred products there, so the billing address decides which member jurisdiction's rate applies, if any. That makes accurate billing addresses with a change history part of your tax records, worth designing into the data model rather than adding later.

Does Anchorage charge sales tax on software subscriptions?

Not according to the ARSSTC member list checked on 5 October 2026. The Municipality of Anchorage appears there only for a 5% alcoholic beverage tax, with no general retail entry. Other members set their own rates, such as Juneau at 5% and the City of Kodiak at 7%, so the answer depends on each customer's billing address.

What does it cost to build a SaaS product for customers in Anchorage or Juneau?

Pricing for AI-accelerated development begins at $2,000 per month, and the scope and capacity behind it are set in writing after we have held a discovery call. Agents keep the cost of screens, migrations and tests down. Engineer time on tenant isolation, billing webhooks and entitlement logic is where the budget goes first, because mistakes there reach every customer.
