SaaS Development for Kosovo: Billing, VAT and Tenant Isolation

A subscription product sold to consumers in Kosovo has tax details a generic SaaS template ignores. A seller established abroad finds Kosovo is the place of supply, with a tax representative and 18% VAT to arrange. A seller in Kosovo needs fiscal coupons with a QR code for consumer sales under Administrative Instruction (MF) No. 01/2026. Both sit in the billing layer, and both cost far more to retrofit once customers are paying.

Curiosive is a studio in Ankara, Türkiye, where AI coding agents write the volume of a SaaS codebase and senior engineers design and review the parts that decide who sees what and who pays for what. We have shipped subscription billing, per-title entitlement and video onboarding for subscription and streaming products, and our working day overlaps with yours for all but an hour or two of it.

VAT on SaaS sold to consumers in Kosovo

The Tax Administration (ATK) published a notice on 29 July 2025 explaining Article 20 of Law No. 05/L-037 on VAT. When a business not established in Kosovo supplies digital services, including software and updates, web hosting and digital content, to non-taxable consumers there, Kosovo is the place of supply. That business must appoint a tax representative, register for VAT within five days of the appointment and before it starts supplying, and charge the standard rate of 18%. This matters if the company that sells your product is registered abroad. Billing then has to know which customers are consumers and where they are, so the right rate reaches the invoice from the first sale rather than being patched in after an audit. Whether the rule catches your setup is worth confirming with an accountant.

Fiscal coupons and B2B invoices for SaaS billing in Kosovo

Administrative Instruction (MF) No. 01/2026 requires everyone supplying goods or services to final consumers to issue a fiscal coupon with a mandatory QR code. For sales charged through a mobile application or an online store, the coupon can be sent electronically instead of printed, and Electronic Fiscal Software reports transactions to the Tax Administration's system in real time. Businesses that supply only to other businesses are exempt and issue tax invoices instead. The move from fiscal devices to fiscal software follows a separate Minister of Finance decision naming the taxpayers and the period, so the timing depends on that decision. For a SaaS company there, this splits cleanly. A B2B-only product bills with tax invoices, while a consumer plan needs a fiscal step wired into the payment flow. We build that step as its own service with retries and logging, so a failed report is visible rather than silently lost.

Euro pricing and payments without SEPA for a Kosovo SaaS

Kosovo has used the euro since 2002 and issues no domestic currency, so plans for local customers can be priced in euro without a conversion layer. The European Commission describes this as de facto use without an agreement with the EU, and euro pricing does not mean membership of the Single Euro Payments Area. As of 30 September 2026 it is not yet part of SEPA: the Central Bank says it will make its final application only after the Assembly adopts amendments to the AML/CFT law and it adopts two final regulations, and it is separately developing a TIPS Clone instant-payment system. For a subscription product, we design billing around card payments first and keep the payment layer behind an interface, so bank-based methods can be added once that membership is settled without rewriting plan or entitlement logic.

Multi-tenant SaaS: what agents write and what engineers decide

Tenant isolation is designed by an engineer before any screen exists: which tables carry a tenant key, how every query is scoped, and how PostgreSQL enforces the rule if application code forgets it. Plans and entitlements live in one place, and billing webhooks are idempotent, so a redelivered event changes nothing the second time. Once those boundaries are fixed, Claude Code and Cursor produce the CRUD screens, admin views, Drizzle migrations and the test suites around them, and nothing merges until a senior engineer has read it. We built Reveal Software (reveal.software), personal video onboarding for SaaS products, on Hono, Drizzle ORM and PostgreSQL. PicKey (pickey.ai) runs subscription billing on Stripe, and Inspire Film (inspire.film) handles per-title entitlement for its virtual cinema.

Withdrawal rights and marketing email for SaaS users in Kosovo

Law No. 06/L-034 on Consumer Protection gives consumers 14 days to withdraw from a distance contract under Article 42. Where a subscription counts as digital content not supplied on a tangible medium, Article 49(1.13) removes that right once supply has begun with the consumer's prior consent and their acknowledgement that they lose it. A sign-up flow that grants access immediately should collect both, store them against the account and repeat them on the receipt. Lifecycle email needs the same care: Article 92 of Law No. 04/L-109 on Electronic Communications allows email direct marketing only to subscribers who gave prior consent, except to existing customers for similar products with a free, easy opt-out. We keep transactional and marketing email on separate consent flags, so a trial nurture sequence never reaches someone who did not agree to it.

Questions

The things people ask before starting.

What VAT rate applies to SaaS sold to consumers in Kosovo?

The standard rate of 18%, according to the Tax Administration's notice of 29 July 2025. A business established abroad that supplies electronic services to consumers there must appoint a tax representative and register for VAT within five days of that appointment, before it starts supplying.

Does a B2B SaaS in Kosovo need to issue fiscal coupons?

No, if it supplies only to other businesses. Administrative Instruction (MF) No. 01/2026 exempts businesses that supply only to other businesses, and they issue tax invoices instead. A plan sold to final consumers needs a fiscal coupon with a QR code, which can be sent electronically for online sales.

Can a SaaS startup in Kosovo rely on SEPA payments?

Not yet, because Kosovo is not part of SEPA as of 30 September 2026. The Central Bank's final application waits on AML/CFT law amendments and two final regulations. We build billing around cards first and keep the payment layer open, so other methods can be added later.

How much does it cost to build a SaaS MVP for the Kosovo market?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Neither is a quote. For a Kosovo consumer product, VAT handling and the fiscal step belong in the estimate from day one.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
