Software Development for Kosovo Teams, Agent-Built and Reviewed

In summer, on GMT+2, Kosovo is only an hour behind Ankara and a standard working day shares 8 hours with ours. The harder part of outsourcing software development is not the clock. Your users' data sits under Law No. 06/L-082, many of the country's ICT companies sell to clients abroad, and engineers in another country working on production systems should have their data access agreed in writing before the first login.

Curiosive is a studio in Ankara, Türkiye, building software with AI coding agents under senior engineer review. We take on a product end to end or join your team as an embedded partner on a monthly monthly engagement. Decisions are written down, a releasable increment ships every week, one short weekly call keeps it aligned, and the repository, database and hosting accounts are in your name from the first commit.

Working hours between Kosovo and Ankara, winter and summer

Türkiye has no daylight saving time, so Ankara keeps UTC+3 all year while Kosovo moves between GMT+1 in winter and GMT+2 in summer. In winter Ankara runs 2 hours ahead: when an engineer here starts at 09:00 it is 07:00 for you, when we stop at 18:00 it is 16:00, and when your day opens at 09:00 we are already at 11:00. That gives 7 hours of overlap in a 09:00 to 18:00 day. Through the summer the difference drops to 1 hour, our working day sits between 08:00 and 17:00 your time, your 09:00 is our 10:00, and the overlap reaches 8 hours. The only tight spot is a winter afternoon: anything raised after 16:00 your time waits for our next morning, which still begins two hours before yours.

Personal data in Kosovo and engineers working from Türkiye

Law No. 06/L-082 on Protection of Personal Data, published in the Official Gazette on 25 February 2019, is supervised by the Information and Privacy Agency (aip.rks-gov.net). For serious, large-scale violations, Article 105 lets the Agency fine EUR 20,000 to 40,000, or a company 2% to 4% of the previous financial year's total annual turnover. The law also reaches controllers not established in Kosovo that use automated or other equipment in Kosovo, which must appoint a locally registered representative. When engineers in Türkiye work on a system holding your users' data, plan that access rather than improvising it: keep real personal data out of development and test environments where possible, scope production access to specific tasks, and agree the processing terms in writing before access starts. Anything touching personal data is designed and reviewed by our engineers, not delegated to an agent. How the law treats access from Türkiye is worth confirming with a lawyer.

Kosovo companies with EU clients: the extra transfer leg

Kosovo is not an EU member: the European Commission lists it as a potential candidate, with a Stabilisation and Association Agreement in force since 1 April 2016. As of 2 October 2026 the Commission's adequacy list includes neither Kosovo nor Türkiye. So when your company builds or runs software for an EU client, that client cannot rely on adequacy to send personal data to you, and our access from Ankara is a further transfer that needs its own safeguard. EDPB Guidelines 05/2021 treat remote access from a third country as a transfer when the criteria are met, even if data is only displayed on a screen for support. Standard Contractual Clauses under Decision (EU) 2021/914 include a processor to processor module for that chain. Where UK personal data is involved, Türkiye is not covered by UK adequacy regulations, so our access relies on the ICO's IDTA or its Addendum to those clauses.

Exports, contracts and e-signatures for Kosovo software teams

STIKK's Kosovo IT Barometer 2025 surveyed 102 ICT companies between June and August 2025 and found that three-quarters exported in 2025, with the United States the leading destination, followed by Germany, Switzerland and the United Kingdom. If your company sells software abroad, we can work as embedded capacity inside your delivery team, on a cross-border contract between your company and ours, with scope and budget fixed in writing once a discovery call has mapped the work. Where the software you build signs things, Law No. 08/L-022 on Electronic Identification and Trust Services states it is fully aligned with eIDAS and gives qualified electronic signatures the same legal effect as handwritten ones. It also provides that all natural and legal persons will be issued a Digital Identity Wallet, with the details left to secondary acts, so we put that integration behind an interface that can change when those acts arrive.

How agentic software engineering changes cost, and what it does not

Agents take on the work that used to fill estimates: scaffolding, migrations, test coverage and refactors that touch hundreds of files. Each job starts as a scoped task with acceptance criteria and explicit boundaries. Claude Code or Cursor reads the codebase, plans, implements, updates tests and runs the type checker, linter and test suite, then proposes a diff. A senior engineer reads it before merge, continuous integration runs the checks again, and Playwright covers the end-to-end paths. What does not get cheaper is judgement on data models, auth, permissions, payment paths and anything holding personal data, so that stays with people. The same approach let us rebuild Zing Coach (zing.coach) from Webflow to Next.js, revive RateItAll and its 12M+ reviews, and ship AI vector search over 2,700+ apps for Appster.

Questions

The things people ask before starting.

What is the time difference between Kosovo and Türkiye?

Two hours in winter and one hour in summer, with Ankara ahead. Türkiye stays on UTC+3 all year while Kosovo switches between GMT+1 and GMT+2, so a 09:00 to 18:00 day shares 7 hours with Ankara in winter and 8 in summer.

How much does an outsourced development monthly engagement cost for a company in Kosovo?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Both figures are US dollar starting points rather than quotes, and there is no long contract to begin or lock-in afterwards.

Can engineers in Türkiye work on data from our EU clients?

Yes, once a Chapter V transfer tool is in place. Neither Kosovo nor Türkiye has an EU adequacy decision as of 2 October 2026, so the EU client's transfer to you and our remote access both need safeguards such as Standard Contractual Clauses before production access.

Is AI-written code safe to put in production?

Only after a person has reviewed it, which is why no agent merges its own work. A senior engineer checks every change for secrets handling, input validation, access control and dependency risk, and continuous integration repeats the checks. The code stays typed, tested, documented and in your repositories from the first commit.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
