Time zone overlap between Ankara and Florida, season by season

Florida's main time zone is Eastern, while the western Panhandle uses Central time, so the figures here are for Eastern. Ankara stays on UTC+3 all year. In winter, on EST (UTC-5), Ankara is 8 hours ahead: the studio's 09:00 start is 01:00 Eastern and its 18:00 finish is 10:00, so a standard 09:00 to 18:00 day shares one hour, 09:00 to 10:00 Eastern. In summer, on EDT (UTC-4), the gap is 7 hours: the studio day runs 02:00 to 11:00 Eastern and the shared window is two hours, 09:00 to 11:00. You leave decisions and questions in writing before you log off, the studio's working day happens during your night, and the next morning you read reviewed changes and written notes. The one short weekly call sits at 09:00 Eastern, which is 17:00 in Ankara in winter and 16:00 in summer.

Florida Digital Bill of Rights: controllers, processors, contracts

Florida's Digital Bill of Rights (Fla. Stat. ss. 501.701 to 501.721) took effect July 1, 2024. Its consumer-rights duties reach only controllers with more than $1 billion in global gross annual revenue that also meet one of three tests: 50 percent or more of that revenue from selling online ads, a consumer smart speaker and voice command service, or an app store offering at least 250,000 software applications. The enacted text has no universal opt-out signal requirement. Few startups meet that bar; the duties that reach them are the processor ones. When your customer is a controller, s. 501.712 requires its processor to work under a contract setting out processing instructions, nature and purpose, data types, duration and each party's rights and obligations. The processor must also bind its people to confidentiality, delete or return personal data at the end of the service when directed, and use subcontractors only under written contracts imposing the same obligations. If we work on that system for you, we are that subcontractor.

Florida breach notification deadlines and what they mean for code

Fla. Stat. s. 501.171 counts a user name or email address combined with a password or security question and answer that would permit access to an online account as personal information, so an ordinary login table is in scope. Affected people must be notified no later than 30 days after a breach is determined or there is reason to believe one occurred, and a covered entity may get 15 more days if it gives the Department of Legal Affairs written good cause within those 30 days. When 500 or more Floridians are affected, the Department must also be notified within 30 days, and third-party agents must notify the covered entity within 10 days. Thirty days is short if nobody can tell which records were touched. That is why authentication, authorization and anything touching personal data stay with engineers rather than coding agents, and why every change is read for secrets handling, input validation and access control before it merges.

Agentic software engineering: the task, agent, checks and review

An engineer writes a scoped task with acceptance criteria and the boundaries the agent must not cross. A coding agent, Claude Code or Cursor, reads the existing code, plans, implements, writes or updates tests and runs the type checker, linter and test suite before proposing a change. A senior engineer reviews every diff, agents never merge their own work, and continuous integration re-runs the checks, with Playwright covering end-to-end flows. Data models, permissions and payment paths are still designed by people. Can a Florida company contract with an offshore software studio in US dollars?

Yes. It can sign with Curiosive LLC, the US company behind the studio, and pay in US dollars, while the engineering happens in Ankara, Türkiye. Curiosive has no office in Florida or anywhere else in the US. Scope and budget are agreed in writing after a discovery call, with no long contract to begin and no lock-in.

How many working hours overlap between Türkiye and Florida?

One hour in winter and two in summer, measured against a standard 09:00 to 18:00 day on Eastern time. The shared window is 09:00 to 10:00 Eastern on EST and 09:00 to 11:00 on EDT. The rest runs on written async handoffs and a releasable increment every week.

Does the Florida Digital Bill of Rights apply to my startup?

Probably not as a controller, since its consumer-rights duties need more than $1 billion in global gross annual revenue plus one of three narrow tests. Two parts reach further: s. 501.715 bars any for-profit business doing business in the state from selling sensitive data without prior consent, whatever its revenue, and processors working for a controller must meet s. 501.712. Confirming your case with a lawyer is worth the hour.

Does Florida have a law regulating AI chatbots in 2026?

Not the one the Senate passed. The Artificial Intelligence Bill of Rights (SB 2-D) cleared the Senate 37 to 1 in the April 2026 special session and would have required companion-chatbot platforms to bar minors without parental consent, but it died in a House subcommittee on April 29, 2026. As of October 2, 2026, those chatbot duties are not state law.

Do Florida city and county apps built by contractors need WCAG 2.1 AA?

Yes. The DOJ's ADA Title II rule requires state and local government websites and mobile apps to meet WCAG 2.1 Level AA, including apps a private company runs for them. Under an interim final rule published April 20, 2026, public entities with a population of 50,000 or more must comply by April 26, 2027, and smaller entities and special district governments by April 26, 2028.
