Software Development for Companies in Georgia

At 09:00 in the US state of Georgia it is already 16:00 or 17:00 in Ankara, depending on the season. For a team weighing outsourced software development, that short shared window decides how the work is organised. The paperwork is the other half: the state has no comprehensive consumer privacy law as of October 2026, so much of what a vendor owes you on data handling has to be written into the contract.

Curiosive is a studio in Ankara, Türkiye, building software with AI coding agents under senior engineer review. US clients can contract with Curiosive LLC, a US company, and pay in US dollars. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Below: the time-zone arithmetic, data handling, invoicing and the review loop.

For US founders and product teams

A US company. An engineering partner you can keep.

Curiosive LLC is our US-registered company. Engineering is led from Ankara, Türkiye, with collaboration across European and US time zones. Your engagement starts with a written scope, monthly capacity and a clear delivery plan.

Know who you hire

Curiosive LLC provides the services. Our US company details and service terms are published, and pricing is in USD.

Know what will ship

Agree scope, capacity and start date before checkout. Work through a prioritized queue, with senior engineers reviewing changes before they reach production.

Keep ownership

Typed, tested and documented code, with no lock-in to our tooling. Define repository access, handover and the working-hour overlap during discovery.

Working hours between Georgia and Ankara, Türkiye, by season

Georgia runs on Eastern Time. In winter (EST, UTC-5) Ankara is 8 hours ahead: our 09:00 start is 01:00 for you, our 18:00 finish is 10:00, and your 09:00 start is 17:00 in Ankara. That leaves one shared hour in a standard 09:00 to 18:00 day. In summer (EDT, UTC-4) the gap is 7 hours: our day runs from 02:00 to 11:00 your time, your 09:00 is 16:00 in Ankara, and the overlap grows to two hours. Ankara stays on UTC+3 all year because Türkiye does not use daylight saving time. Our working day happens during your night, so handoffs are written and a decision does not wait for a call. The short weekly call sits at the edge of both days: 09:00 to 10:00 your time in winter (17:00 to 18:00 in Ankara), or 09:00 to 11:00 in summer (16:00 to 18:00 in Ankara). Work runs on Türkiye business hours, with no evening or night cover.

Personal data and breach duties when a vendor builds your software

Georgia had no comprehensive consumer privacy law as of October 2026. SB 111 began in 2025 as a consumer privacy bill, but the House replaced its text, and the version Governor Kemp signed on May 11, 2026 only expands eligibility for the rural hospital organization tax credit. No comprehensive federal privacy law is in force either; the SECURE Data Act is still a pending bill. The state's breach statute is narrow: it covers information brokers and state or local agencies, and a vendor holding that data for them must notify them within 24 hours of discovering a breach. With so few defaults in law, the written agreement should set them: which systems our engineers in Türkiye can reach, how quickly an incident is reported and what happens to data when the work ends.

Invoicing custom software development under Georgia sales tax

Department of Revenue Rule 560-12-2-.111 treats custom software, built to a specific purchaser's specifications, as a nontaxable professional service. Separately stated computer-related services, such as programming, installation, consulting and training, are not taxed either. The catch is bundling: those services become fully taxable when sold together with taxable prewritten software. The practical rule is to itemize development and service charges on invoices, keeping any licence for prewritten software on its own line rather than folded into one figure. Tax treatment depends on the facts of each deal, so it is worth confirming with your accountant how a contract should be described before the first invoice.

Georgia research tax credit and state AI rules for software teams

The state research tax credit (O.C.G.A. § 48-7-40.12) gives a qualifying business enterprise 10% of its Georgia qualified research expenses above a base amount. Qualifying means manufacturing, warehousing and distribution, processing, telecommunications, broadcasting, tourism or research and development, with retail excluded. It applies only if the business also claims and is allowed the federal Section 41 credit for the same year. Use is capped at 50% of remaining state net income tax liability, any excess can offset payroll withholding, and unused credit generated in tax years beginning on or after January 1, 2025 carries forward five years, down from ten. On AI, the IAPP tracker, last updated April 28, 2026, shows no cross-sectoral AI bills introduced in the state, so there is no Colorado-style law on high-risk or consequential decisions.

The task, agent, checks and review loop behind each change

An engineer writes a scoped task with acceptance criteria and the boundaries the agent must not cross. A coding agent such as Claude Code or Cursor reads the existing code, plans, implements, writes or updates tests, then runs the type checker, linter and test suite before proposing a change. A senior engineer reviews every diff, and continuous integration re-runs the checks. Review matters more when agents write the volume, because a plausible change can still be wrong at a boundary, so data models, authentication, permissions and payment paths stay with people. Our US work includes the Zing Coach (zing.coach) rebuild from Webflow to Next.js and the revival of RateItAll (rateitall.com), with 12M+ reviews.

Questions

The things people ask before starting.

How many working hours overlap between Georgia and a studio in Türkiye?

One hour in winter and two in summer, within a standard 09:00 to 18:00 day. Ankara is 8 hours ahead under EST and 7 under EDT, so the shared window is 09:00 to 10:00 or 09:00 to 11:00 your time. The weekly call goes there; the rest moves through written handoffs.

Can a Georgia company sign with a US entity instead of a foreign vendor?

Yes. Curiosive LLC is a US company registered in New Mexico, so US clients can contract with a US entity and pay in US dollars. The engineering happens in Ankara, Türkiye, and there is no office in Georgia. Scope and budget are agreed in writing after a discovery call, with no long contract to begin.

Is custom software development taxable in Georgia?

Generally not. The state's rule treats software built to a specific purchaser's specifications as a nontaxable professional service, and separately stated programming, consulting and training are not taxed. Those services become fully taxable when bundled with taxable prewritten software, which is why development work should sit on its own invoice lines.

Does Georgia have a privacy law that applies to my software vendor?

Not a comprehensive one, as of October 2026, because the 2026 version of SB 111 ended up as a hospital tax credit measure. The breach statute covers only information brokers and state or local agencies, with a 24-hour notice duty for vendors holding their data, so most vendor duties come from the contract.

Do AI coding agents make outsourced software development cheaper?

They reduce the cost of volume work, not the cost of judgement. Agents handle scaffolding, migrations, test coverage and refactors across many files, while a senior engineer reviews every diff and owns data models, auth, payments and security review. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
