Software Development for Montenegro Teams, 7 to 8 Shared Hours

In summer, Montenegro is one hour behind Ankara, and in winter two, so a remote engineering partner in Türkiye shares most of your working day. The harder questions are legal. The country is replacing its 2008 data protection law with a GDPR-aligned one that applies from 19 March 2027, and if you hold personal data of people in the EU, neither Montenegro nor Türkiye has an EU adequacy decision to rely on. Both points need settling before engineers touch real personal data.

Curiosive is an AI-native software studio in Ankara, Türkiye. Its engineers build with AI coding agents, and a senior engineer reviews every change before it merges. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Scope and budget are agreed in writing after a discovery call.

Working hours between Montenegro and Ankara, winter and summer

Ankara is on UTC+3 all year, because Türkiye does not use daylight saving time. Montenegro runs on UTC+1 in winter and UTC+2 in summer. In winter Ankara is two hours ahead: the studio's 09:00 start is 07:00 your time, its 18:00 finish is 16:00 your time, and your 09:00 is 11:00 in Ankara. That leaves 7 shared hours in a standard 09:00 to 18:00 day. In summer the gap is one hour: the studio's day runs from 08:00 to 17:00 your time, your 09:00 is 10:00 in Ankara, and 8 hours are shared. In practice, work is already under way when your morning starts, decisions can be settled in writing or on a call during the shared hours, and the one short weekly call fits easily inside both days. Work runs on Türkiye business hours, so your late afternoon, after 16:00 in winter and 17:00 in summer, falls outside the studio's day.

Personal data in Montenegro: the 2008 law and the new one from 2027

Montenegro is an EU candidate country, not a member state: it was granted candidate status in 2010, opened accession negotiations on 29 June 2012 and was still provisionally closing chapters in July 2026. It has its own data protection law. The 2008 Law on Personal Data Protection (Sl. list CG 79/08, last amended by Sl. list CG 77/24 of 5 August 2024) is enforced by the AZLP, with fines of EUR 500 to 20,000 for legal entities. A new GDPR-aligned Law on Personal Data Protection entered into force on 19 September 2026 and applies from 19 March 2027. Most systems built this year will run under both regimes, so it is worth planning for the newer one now: a clear map of where personal data lives, who can reach it, how long it is kept and how it is deleted. Engineers in Ankara working on that data is a cross-border arrangement, and it belongs in the contract.

EU personal data, Montenegro and Türkiye: no adequacy for either

If your system holds personal data of people in the EU, adequacy is not available on either side. The European Commission has not adopted an adequacy decision for Montenegro, and as of 2 October 2026 Türkiye was not on the adequacy list either. EU personal data reaching a team in either country therefore needs another GDPR Chapter V transfer tool, such as the Standard Contractual Clauses in Commission Implementing Decision (EU) 2021/914, which come in four modules from controller to controller through processor to controller. Under Clause 14 both parties must warrant they have no reason to believe the destination country's laws and practices prevent the importer from complying. EDPB Guidelines 05/2021 treat remote access from a third country as a transfer when the three transfer criteria are met, even if data is only displayed on a screen for support. The right modules depend on each project, and giving engineers synthetic or masked data often means production records never need to be viewed from Ankara.

Agentic software engineering for a Montenegro prototype or monthly engagement

An engineer writes a scoped task with acceptance criteria and the boundaries the agent must not cross. A coding agent, Claude Code or Cursor, reads the existing code, plans, implements, writes or updates tests and runs the type checker, linter and test suite before proposing a change. A senior engineer reviews every diff; agents never merge their own work. Agents lower the cost of volume, not the cost of a wrong decision, so data models, authentication, payment paths and personal data stay with engineers. That matters when a budget is fixed by a grant. The Innovation Fund of Montenegro's Proof of Concept programme is open until 30 October 2026 at 15:00, with a EUR 500,000 budget and grants of EUR 20,000 to 40,000 for TRL 3 to 4 work such as lab prototypes and feasibility studies. Co-financing is up to 70% for micro and small companies and 60% for medium-sized ones. Which costs are eligible is set by the Fund's call.

Questions

The things people ask before starting.

Can a company in Montenegro hire a software development studio in Türkiye?

Yes, as a cross-border engagement with no long contract to begin and no lock-in. If engineers will work on systems holding personal data, the contract should also cover data protection, including transfer clauses where personal data of people in the EU is involved. It is worth confirming the Montenegrin side of those terms with a lawyer, given the new law applying from 19 March 2027.

How much does a software development monthly engagement cost for a team in Montenegro?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. That is a published starting point in US dollars, not a quote. It suits a team with a product already in use that needs steady capacity rather than a fixed build, and the final figure follows the scope agreed in writing.

Does Montenegro have an EU adequacy decision for personal data transfers?

No. The European Commission has not adopted one, and Montenegro was absent from the Commission's adequacy list when it was checked on 5 October 2026. Transfers of personal data from the EU to teams or vendors there therefore cannot rely on adequacy and need another Chapter V tool, such as the 2021 Standard Contractual Clauses.

Will we own the code if AI agents write most of it?

Yes. The code is yours from the first commit, and repository, database and hosting accounts are opened in your name or connected to accounts you already hold. It is typed, tested and documented, with no lock-in to the studio's tooling, so another team can take it over at any point.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
