Software Development Partner for Teams in Ukraine

Ukraine exported $6.6 billion of IT services in 2025, 41.6% of the country's services exports, according to IT Ukraine Association's study 'The Code Economy 2025'. Europe took 51% of those exports and the United States 36%, and the study estimates the industry at about 305,178 specialists. If you are building a product there and need engineering capacity sooner than you can hire it, the question is how to add that capacity without losing control of the code.

Curiosive is a studio in Ankara, Türkiye, where AI coding agents do the volume of the work and senior engineers review all of it. We work in two ways: a product built end to end, or an embedded monthly engagement inside your codebase covering releases, monitoring, bug fixes and roadmap work. Everything is done remotely, and the studio has no office outside Türkiye.

Personal data law in Ukraine when engineers in Türkiye have access

Ukraine is not an EU member state. It has held EU candidate status since June 2022, formally launched accession negotiations on 25 June 2024 and opened its first negotiating cluster, on fundamentals, on 15 June 2026. Its own statute is the Law 'On Personal Data Protection' No. 2297-VI of 1 June 2010, in force since 1 January 2011 and still in force as of 5 October 2026 in its edition dated 14 June 2025. Under Article 22, the Ukrainian Parliament Commissioner for Human Rights and the courts supervise compliance. Article 29 treats EEA states and signatories of Council of Europe Convention 108 as providing adequate protection, and allows transfers to other countries on grounds including the data subject's unambiguous consent or the need to conclude or perform a contract for their benefit. Before engineers abroad touch production data, decide which ground covers that access, or whether they need real records at all. It is worth confirming the specifics with a lawyer.

Contracting and VAT when a company in Ukraine buys services abroad

The legal entity behind Curiosive is Curiosive LLC, a US company, so the contract is cross-border. No long contract is needed to start: scope and budget are written down after a discovery call. On tax, Article 186.3 of the Tax Code places the supply of software development and testing, data processing and other IT services where the recipient is registered as a business. A VAT-registered Ukrainian business buying these services from a non-resident studio therefore charges itself VAT at the standard 20% rate (Article 193.1) and registers the matching tax invoice in the Unified Register of Tax Invoices under Article 208.2. Budget for it from the first invoice. Ownership is simpler: repository, database and hosting accounts are opened in your name or connected to accounts you already hold.

Working hours between Ukraine and Ankara through the year

Ankara runs on UTC+3 all year because Türkiye does not use daylight saving time. Ukrainian time (Europe/Kyiv) changes offset with the season, so the gap moves. In winter Ukraine is on UTC+2 and Ankara is one hour ahead: when the studio starts at 09:00 it is 08:00 in Ukraine, when it finishes at 18:00 it is 17:00 there, and your 09:00 start is 10:00 in Ankara. That leaves 8 shared hours in a standard 09:00 to 18:00 day. In summer it moves to UTC+3, the clocks match, 09:00 is 09:00 in both places and all 9 hours are shared. The studio keeps Türkiye business hours all year, and the engagement runs on decisions written down asynchronously, a releasable increment every week and one short weekly call.

How agentic software engineering works on your codebase

An engineer writes a scoped task with acceptance criteria and the boundaries the agent must not cross. A coding agent such as Claude Code or Cursor then works inside the repository: it reads the existing code, plans, implements, writes or updates tests and runs the type checker, linter and test suite before proposing a change. A senior engineer reviews every diff, continuous integration re-runs the checks and agents never merge their own work. Review matters more when agents write the volume, because a plausible change can still cross a boundary. For a Ukrainian client, the Article 29 decision belongs on that boundary list: a task can state plainly that it runs against test data only until a transfer ground covers production access. What changes is the cost of scaffolding, migrations, test coverage and large refactors. What does not change is that a person is accountable for every merge.

Ukrainian-language website rules for web products

Article 27 of Law No. 2704-VIII on the state language also governs websites. A Ukraine-registered business selling in Ukraine must run its website in Ukrainian, with no less information than any other language version, and the Ukrainian version must load by default for users in Ukraine. A foreign business with a subsidiary, branch or representative office in the country needs a Ukrainian website version that loads by default too. In code that means locale routing, default-language logic and content parity checks. We have not shipped a project for a Ukrainian client. The closest proof is web work at scale elsewhere: Zing Coach (zing.coach), a full Webflow to Next.js rebuild for an AI fitness coaching product with more than a million users, and RateItAll (rateitall.com), a legacy ratings platform with more than 12 million reviews that we revived.

Questions

The things people ask before starting.

Can a Ukrainian startup outsource software development to a studio in Türkiye?

Yes. The contract is cross-border with Curiosive LLC, a US company, and starts without a long commitment once scope is agreed in writing. Settle the personal data question first: decide which Article 29 ground covers engineers abroad reaching production data, or keep their work on non-production data until one does.

Does a VAT payer in Ukraine owe VAT on software development bought from abroad?

Yes, if it is VAT-registered, it charges the VAT to itself. Under Article 186.3 the supply of software development and other IT services takes place where the recipient is registered as a business, so the Ukrainian buyer applies the 20% rate and registers the matching tax invoice in the Unified Register of Tax Invoices.

What does a monthly software engineering engagement from Türkiye cost?

It starts from $2,000 per month for AI-accelerated development, priced in US dollars, with scope and capacity agreed in writing after a discovery call. There is no long contract to begin and no lock-in to the studio's tooling: the code, repository and hosting accounts stay in your name.

How many working hours overlap between Ukraine and Ankara?

Between 8 and 9 hours, depending on the season. In winter Ankara is one hour ahead, so a 09:00 to 18:00 day in Ankara runs from 08:00 to 17:00 in Ukraine and 8 hours are shared. In summer both are on UTC+3 and the whole 9-hour day overlaps.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
