How Arkansas sales tax treats software and digital subscriptions
The state sales and use tax rate is 6.500%, in effect since July 1, 2013, with city and county taxes added based on where the goods are first delivered in the state. The Streamlined Sales Tax taxability matrix the state filed (version 2026.0, published August 4, 2026) lists prewritten software delivered electronically or by load-and-leave, and all custom software, as exempt; prewritten software is taxable only on tangible media. Digital audio-visual works, digital audio and digital books sold to end users are taxable, subscriptions included, under Ark. Code Ann. 26-52-301. For a SaaS product that means each plan or add-on needs a tax category. We model that in the plan table, so an invoice can separate a software seat from a video library, and record the delivery location the local rate depends on. It is worth confirming your classification with an accountant.
