Software Development for Arkansas Teams, from Ankara

Between Ankara and Arkansas there is no shared hour in a standard 09:00 to 18:00 working day in winter, and only one in summer. A team that brings in engineering capacity from abroad has to settle how work moves while nobody is awake at the same time, who notifies whom if data leaks, and who owns code that an AI agent wrote.

Curiosive is an AI-native software studio in Ankara, Türkiye. Coding agents such as Claude Code and Cursor do the volume of implementation and tests, and a senior engineer reviews every diff before it merges. A team in Arkansas can use us for a product built end to end or for an embedded monthly engagement, contracting with Curiosive LLC, a US company, and paying in US dollars.

Arkansas and Ankara working hours, with the exact overlap

Arkansas runs on Central time. In winter (CST, UTC-6) Ankara is 9 hours ahead, and a 09:00 to 18:00 day on each side shares zero hours: the studio's day runs from 00:00 to 09:00 your time, and your 09:00 start is 18:00 in Ankara. In summer (CDT, UTC-5) Ankara is 8 hours ahead with one shared hour: the studio works from 01:00 to 10:00 your time, and your 09:00 is 17:00 in Ankara. So the work happens during your night. You leave decisions in writing at the end of your day, we work through them, and a written handoff is waiting in the morning. The weekly call sits at the edge of both days: 09:00 CST (18:00 in Ankara) in winter, and between 09:00 and 10:00 CDT (17:00 to 18:00 in Ankara) in summer. We do not offer evening or night hours on Ankara time.

Privacy duties for Arkansas software: no state law, a breach law

As of 2026-10-02 the IAPP tracker lists no comprehensive consumer privacy law for the state, so there are no state processor contract, data protection assessment or universal opt-out signal duties. No comprehensive federal law is in force either, as of 2026-10-05, so those rules still come from individual states. What does apply is Ark. Code § 4-110-105 (FindLaw text current as of March 28, 2024). Affected residents must be told in the most expedient time and manner possible and without unreasonable delay, and a holder of data it does not own must notify the owner immediately after discovery. If more than 1,000 people are affected, the Attorney General must be told at the same time as individuals or within 45 days of determining a reasonable likelihood of harm, whichever comes first, and the written determination is kept for five years. Who notifies whom belongs in the written scope.

Who owns code AI agents write for an Arkansas company

The state set default ownership rules for generative AI in Act 927 of 2025 (Ark. Code § 18-4-101, approved April 21, 2025). The person who provides the input owns the generated content, as long as it does not infringe existing copyrights or IP, and the person who provides lawfully acquired training data owns the resulting model unless a contract transferred those rights. Output an employee creates within the scope of employment, under the employer's direction and control, belongs to the employer. With an outside studio, the people writing the prompts are the studio's engineers, not your employees, so it is worth stating ownership in writing rather than leaning on the default, and confirming the wording with a lawyer. The code is yours from the first commit, and the repository, database and hosting accounts are opened in your name or connected to accounts you already hold.

Building software for Arkansas public agencies and cities

If a covered entity will use your product, Ark. Code § 25-26-203 (FindLaw text current as of March 28, 2024) requires its head to make sure IT equipment and software give blind or visually impaired employees, program participants and the public access equivalent to sighted users, with information in visual and nonvisual formats, bought under a contract containing the technology access clause required by § 25-26-204. For state and local government customers, the federal ADA Title II rule requires websites and mobile apps, including ones a private company runs for them, to meet WCAG 2.1 Level AA. An interim final rule published April 20, 2026 set compliance for April 26, 2027 for entities with a population of 50,000 or more, and April 26, 2028 for smaller entities and special district governments. Keyboard and screen-reader paths go into the acceptance criteria and get Playwright end-to-end tests.

Agentic engineering capacity next to an Arkansas tech team

The Arkansas Economic Development Commission reports 46,000+ tech-industry employees in the state and names Google, Acxiom, First Orion and Apptegy as established tech companies. An embedded engagement is meant to add reviewed capacity next to an in-house team. An engineer writes a scoped task with acceptance criteria and the boundaries the agent must not cross. The agent reads the code, plans, implements, updates tests and runs the type checker, linter and test suite before proposing a change; continuous integration runs the checks again and a senior engineer reviews every diff. When agents write volume, the review gate matters more. Scaffolding, migrations, test coverage and wide refactors get cheaper; thinking about data models, auth, permissions and payment paths does not. For US clients we rebuilt Zing Coach (zing.coach) from Webflow to Next.js and revived RateItAll (rateitall.com), with 12M+ reviews.

Questions

The things people ask before starting.

Can an Arkansas company hire an offshore software development team and pay in US dollars?

Yes. Curiosive's legal entity is Curiosive LLC, a US company registered in New Mexico, so you sign with a US company and pay in US dollars, while the engineers work from Ankara, Türkiye. Scope and budget are agreed in writing after a discovery call, and there is no long contract to begin.

Does an Arkansas company need a data processing agreement with its developers?

No state comprehensive privacy law requires one, because as of 2026-10-02 the state has none. The state breach law still requires a holder of data it does not own to notify the owner immediately after discovery, so notification duties between you and any outside developer should be set out in writing.

Is there any overlap in working hours between Arkansas and Türkiye?

Very little. In winter there is no shared hour in a 09:00 to 18:00 day, and in summer there is one, from 09:00 to 10:00 CDT. Work runs on written handoffs, with the studio's day happening during your night and one short weekly call at the edge of both days.

How much does outsourced software development cost for an Arkansas company?

Curiosive's single offer, AI-accelerated development, starts from $2,000 per month, with scope and capacity agreed in writing after a discovery call. There is no long contract to begin and no lock-in, and the engagement can cover a product built end to end or embedded monthly capacity.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
