SaaS Development in Ireland: Billing, VAT and eInvoicing

From 1 November 2028, every business in Ireland must be able to receive structured eInvoices, according to Revenue's February 2026 announcement, and a PDF does not count. For a SaaS founder that lands in two places: your own accounts payable, and any feature that creates, sends or stores invoices for Irish customers. Add VAT, consumer accessibility rules and EU switching duties, and an Irish SaaS needs as much design behind the dashboard as in it.

Curiosive builds SaaS from Ankara, Türkiye, with AI coding agents working under senior engineer review. Agents produce the CRUD screens, admin views, migrations and test suites. Engineers design the multi-tenant data model, tenant isolation, plan and entitlement logic, and idempotent billing webhooks, because those are the parts that leak data or charge the wrong customer when they fail. Six of our working hours are also yours in winter, and seven once Ireland moves its clocks forward.

VAT on SaaS sold from Ireland: 23%, reverse charge and OSS

Revenue's table of VAT rates effective from 1 January 2026 lists the standard rate at 23%, with a reduced rate of 13.5% and a second reduced rate of 9%; which rate applies to a given product is a question for an accountant. For cross-border sales, EU rules usually mean business customers in other member states pay VAT at their own rate under the reverse charge, while electronic services sold to consumers are taxed in the customer's country, with a EUR 10,000 threshold below which VAT may be due where the seller is established. The One Stop Shop lets a seller register in one EU country to declare that VAT. In the product, this means storing each customer's country and VAT status at checkout, validating business details, and keeping tax logic in one tested module rather than spread across screens.

Structured eInvoicing in Ireland from 2028, 2029 and 2030

Revenue's VAT Modernisation plan arrives in phases. From 1 November 2028, VAT-registered large corporates managed by Revenue's Large Corporates Division and established in Ireland must issue EN16931-compliant structured eInvoices and report a subset of data to Revenue for domestic B2B transactions, and all businesses in Ireland must be able to receive them. From November 2029 the obligation extends to VAT-registered businesses doing zero-rated cross-border EU B2B trade, worth checking once you invoice business customers elsewhere in the EU. From July 2030 the full EU ViDA requirements for all cross-border EU B2B transactions become mandatory, and under ViDA reverse-charge invoices are due no later than 10 days after the chargeable event. The practical step now is an invoice model that can be emitted as structured data later, instead of billing built around a PDF template.

Card payments and strong customer authentication for Irish subscribers

Central Bank of Ireland figures for July 2026 show €9.98 billion spent on cards issued to Irish residents, including €3.58 billion of domestic online card payments and €1.25 billion of non-domestic online payments. For a subscription product sold to Irish residents, card checkout is where that spending meets your code, and it comes with PSD2 strong customer authentication: payment providers may skip it only for remote payments of up to EUR 30 while the payer's remote payments since the last authentication stay within EUR 100 or five consecutive transactions. Signup has to handle the challenge cleanly. Subscription state comes from the payment provider's events alone, and each webhook handler checks whether it has already seen an event before acting on it. Trials, upgrades, failed renewals and cancellations each get their own test. PicKey (pickey.ai) runs its subscription billing on Stripe.

European Accessibility Act duties for consumer SaaS in Ireland

Ireland transposed the European Accessibility Act in Statutory Instrument No. 636/2023, in operation since 28 June 2025. It covers listed services provided to consumers. The Competition and Consumer Protection Commission is the compliance authority for e-commerce services and for e-books and dedicated software, the Central Bank of Ireland for consumer banking, and offences carry fines of up to €60,000 on indictment. Microenterprises, with fewer than 10 persons and turnover or balance sheet total not above €2 million, are exempt from the service requirements, which matters for a founder who expects to outgrow that. Agents generate accessible components and Playwright tests for keyboard paths; an engineer checks the flows that carry the business, such as signup and checkout.

EU Data Act switching terms and multi-tenant data design

Since 12 September 2025 the EU Data Act has applied, and its recitals place SaaS among the data processing services it covers. Switching terms have to be in a written contract, with a notice period of no more than two months and a transitional period of no more than 30 calendar days. Until 12 January 2027 only reduced switching charges are allowed, and from that date none. A service mostly custom-built for one customer and not offered at broad commercial scale is exempt from parts of this, and the provider must tell the customer before signing which obligations do not apply. Clean exports start with the data model: tenant isolation in PostgreSQL designed by an engineer, so one customer's data can leave whole without touching another's. Reveal Software (reveal.software), built for a client in Romania, runs on Hono, Drizzle ORM and PostgreSQL.

Questions

The things people ask before starting.

Do you charge VAT when selling SaaS from Ireland to businesses in other EU countries?

Usually not. Under EU rules a business customer in another EU country normally pays VAT at its own rate under the reverse charge, although there are exceptions. Sales to consumers are different: they are taxed in the customer's country, and the One Stop Shop lets you declare that VAT through a single EU registration.

Does a small Irish SaaS startup have to send eInvoices?

Not at first, but it must be able to receive them. From 1 November 2028 all businesses in Ireland must be able to receive structured eInvoices, while issuing them starts with VAT-registered large corporates. The duty widens in November 2029 to businesses with zero-rated cross-border EU B2B trade, and in July 2030 to all cross-border EU B2B transactions.

Is a small SaaS company exempt from the European Accessibility Act?

It is if it is a microenterprise: fewer than 10 persons and an annual turnover or balance sheet total not exceeding €2 million. The rules also cover only the listed consumer services, so a purely business-facing tool may sit outside them. For e-commerce services and dedicated software, the Irish compliance authority is the Competition and Consumer Protection Commission.

How much does it cost to build a SaaS MVP for customers in Ireland?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Billing, VAT handling and tenant isolation are scoped after a discovery call, then agreed in writing.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
