VAT and tax when you sell SaaS in Moldova
If your company has no legal presence in the country and sells covered digital services to consumers there, the non-resident rule applies: 20% VAT, simplified registration, and reporting and payment by the 25th day of the month after each quarter. Moldova is an EU candidate, not a member, so an EU One Stop Shop registration does not cover these sales. Your billing system then has to tell individuals from businesses and keep the VAT it collects grouped by quarter. If instead your company is a resident of Moldova IT Park, the virtual park under Law No. 77/2016, it pays a single 7% tax on sales revenue. That replaces corporate income tax, personal income tax, social and health contributions, and local, road and real estate taxes, but not VAT, with a minimum of 30% of the forecast average monthly salary (MDL 17,400 for 2026) per employee. It is worth confirming with an accountant which case you are in, and whether your product is a covered service, before you set prices.
