Software Development for Moldova Teams, Reviewed by Engineers

For a product team in Moldova, the working day lines up almost exactly with Ankara: eight shared office hours in winter and all nine in summer. Clock alignment is the easy part. The harder part is that personal data your systems hand to an engineering vendor in Türkiye goes to a country outside the European Economic Area, and Law No. 195/2024, the country's data protection law since 23 August 2026, sets rules for exactly that kind of transfer.

Curiosive is a studio in Ankara, Türkiye, building with AI coding agents under senior engineer review. You can have us build a product end to end or keep us on monthly engagement as an embedded engineering partner. Agents do the volume: scaffolding, migrations, test coverage and refactors that touch hundreds of files. Engineers own data models, authentication, permissions, payment paths and anything touching personal data, and read every change before it merges.

Time zones: working with Moldova from Ankara in winter and summer

Ankara is on UTC+3 all year because Türkiye does not use daylight saving time, while your clocks change. In winter you run on GMT+2: when our day starts at 09:00 in Ankara it is 08:00 for you, our 18:00 finish is your 17:00, and your 09:00 start is our 10:00. That leaves 8 shared hours in a 09:00 to 18:00 day, from your 09:00 to your 17:00. In summer you move to GMT+3, the clocks match, and the whole 9-hour day overlaps. The timing problem that shapes most remote engineering work barely applies here. We still run remote by default, because written work survives better than meetings: decisions are written down, a releasable increment ships every week, and there is one short weekly call, which can sit anywhere in the shared hours.

Sending personal data from Moldova to engineers in Türkiye

Law No. 195/2024 transposes the GDPR and is supervised by the National Center for Personal Data Protection (CNPDCP). Transfers to EEA states are exempt from its transfer chapter (Art. 44(2)), but Türkiye is outside the EEA, so a client sending personal data to a vendor there needs a CNPDCP adequacy finding or a safeguard. Standard data protection clauses approved by the CNPDCP or adopted by the European Commission need no specific CNPDCP authorisation (Art. 46(2)(c)); ad hoc contractual clauses do (Art. 46(3)). The Commission's current set, Decision (EU) 2021/914, has a controller to processor module that matches a client and its engineering vendor, and under Clause 14 both parties warrant that they have no reason to believe the destination's laws and practices prevent the importer from complying. The CNPDCP says breaches can be fined up to 2,000,000 lei or, for an undertaking, up to 2% of total turnover in the year before the sanction, whichever is higher.

Building for EU customers from Moldova: adequacy on both sides

The European Commission lists Moldova as a candidate country: its European perspective was granted on 23 June 2022, accession negotiations were formally launched on 25 June 2024 and the first negotiating cluster, on fundamentals, opened on 15 June 2026. It is not an EU or EEA member, which matters if your company builds or runs software holding EU personal data. As checked on 2 October 2026, the Commission has adopted no adequacy decision for Moldova, and Türkiye is not on its adequacy list either, so each step from an EU customer to you and on to a vendor in Türkiye needs its own GDPR Chapter V transfer tool. EDPB guidance treats remote access from a third country as a transfer when its three criteria are met, even if an engineer only views data on a screen for support or troubleshooting. Write the clauses to cover that support access, not only copies of a database.

How the agentic engineering loop works for teams in Moldova

An engineer writes a scoped task with acceptance criteria and the boundaries the agent must not cross. A coding agent, Claude Code or Cursor, reads the existing code, plans, implements, writes or updates tests, and runs the type checker, linter and test suite before proposing a change. A senior engineer reviews every diff, agents never merge their own work, and continuous integration re-runs the checks on each change. Review matters more when agents write volume, because a plausible diff can still cross an auth or data boundary. This changes how much ground an hour covers; it does not change who is accountable. We rebuilt Zing Coach (zing.coach) from Webflow to Next.js for a US client, revived RateItAll and its 12M+ reviews, and maintained the Detailed SEO Extension, used by 600,000 SEOs, through its acquisition by Ahrefs. The code is yours from the first commit.

Questions

The things people ask before starting.

How many working hours overlap between Moldova and Türkiye?

Eight hours in winter and nine in summer. Ankara stays on UTC+3, so in winter, when you are on GMT+2, our 09:00 is your 08:00 and our 18:00 is your 17:00, which leaves your 09:00 to 17:00 shared. In summer, on GMT+3, the clocks match and a full 09:00 to 18:00 day is shared.

Do we need standard clauses to outsource development from Moldova to Türkiye?

Usually yes, if the vendor will receive personal data. Law No. 195/2024 exempts only EEA destinations, so a transfer to Türkiye needs a CNPDCP adequacy finding or a safeguard. Standard clauses adopted by the European Commission or approved by the CNPDCP need no specific authorisation, while ad hoc clauses must be authorised by the CNPDCP.

Do Moldovan companies pay VAT on software services bought from abroad?

Generally yes, through a reverse charge. The standard VAT rate there is 20% and imported services fall under the reverse charge: VAT payers record the VAT as both output VAT and deductible input VAT, while non-VAT payers declare and pay it themselves. How it applies to development work bought from Türkiye is worth confirming with your accountant.

Why hire an outside studio when Moldova has a large IT sector?

You may not need to, so it is worth comparing. Moldova IT Park counted 2,931 active resident companies employing more than 27,150 people at the end of H1 2026. When you compare partners, look at how work is reviewed, who owns the code and accounts, and how agents are used, not only at rates.

How much does a software development monthly engagement cost for a company in Moldova?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. That is a published starting point in US dollars, not a quote. We contract with clients there cross-border, there is no long contract to begin, and scope and budget are agreed in writing after a discovery call.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
