Software Development for Monaco Teams, Run From Ankara

The Principality runs one or two hours behind Ankara depending on the season, which leaves 7 to 8 shared hours in a standard working day. That makes remote engineering practical. The harder questions for a team there sit elsewhere: what Law No. 1.565 means when engineers outside the Principality work on systems holding personal data, what a website's consent banner must do to follow the APDP's guidance, and whether public co-financing can carry part of the cost.

Curiosive is an AI-native software studio in Ankara, Türkiye. Coding agents (Claude Code and Cursor) do the volume: scaffolding, migrations, tests and wide refactors. Senior engineers write the tasks, own data models, auth, permissions and payment paths, and review every diff before it merges. You can hire us to build a product end to end or keep us on a monthly monthly engagement as an embedded engineering partner, with no long contract to begin.

Time Zones: Working With Monaco From Ankara

Ankara is on UTC+3 all year, because Türkiye does not use daylight saving time. Local time moves between UTC+1 in winter and UTC+2 in summer. In winter Ankara is two hours ahead: our 09:00 start is 07:00 for you, our 18:00 finish is 16:00 for you, and your 09:00 is 11:00 for us, so a standard 09:00 to 18:00 day shares 7 hours. In summer the gap is one hour: our day runs from 08:00 to 17:00 your time, your 09:00 is our 10:00, and the shared window grows to 8 hours. With that much overlap, the one short weekly call sits inside both working days. Work still runs on Türkiye business hours, and the default rhythm stays written: decisions recorded async and a releasable increment every week.

Law No. 1.565 and the APDP: Data Protection for Monaco Projects

Personal data there is governed by Law No. 1.565 of 3 December 2024, published in the Journal de Monaco on 13 December 2024. It repealed Law No. 1.165 of 23 December 1993 and created the Autorité de Protection des Données Personnelles (APDP), successor to the Commission de Contrôle des Informations Nominatives (CCIN). The Principality is not an EU member, so start from this law rather than an EU template. When our engineers in Türkiye work on a system holding personal data from the Principality, the contract between your company and ours should say what we may access, for what purpose and how access ends. We work inside repositories, databases and hosting accounts opened in your name or connected to accounts you already hold, which keeps the access list in your hands. How Law No. 1.565 treats access from Türkiye is worth confirming with a lawyer before production data is shared.

What the APDP Expects From Websites Built for Monaco

The APDP's practical sheet 'Bonnes pratiques en matière de sites Internet' is concrete. If a site uses Google Analytics, a cookie banner must appear before any cookie is set, offer accept or refuse, and disclose the transfer to the United States, which the APDP treats as not adequate. Google reCAPTCHA is not allowed without prior consent, and navigation data should be kept no longer than 13 months from when the cookie is set. They are easy to break, because analytics and form-protection snippets tend to load with the page unless someone gates them. We have agents scaffold the consent layer and the tests around it, including Playwright checks that no analytics or reCAPTCHA request fires before a choice is made. An engineer then reviews the tag list against the sheet before release.

How Agentic Engineering Runs on a Monaco Codebase

An engineer writes a scoped task with acceptance criteria and the boundaries the agent must not cross. The agent reads the existing code, plans, implements, updates tests and runs the type checker, linter and test suite before proposing a change. A senior engineer reviews every diff, agents never merge their own work, and continuous integration re-runs the checks on each change. Here those boundaries carry a real price: the top fine tier in Article 54 of Law No. 1.565 reaches EUR 10,000,000 or, for an undertaking, 4% of total worldwide annual turnover of the preceding financial year, whichever is higher. Anything touching personal data therefore stays with engineers. Our larger engagements include the Webflow to Next.js rebuild of Zing Coach (zing.coach), AI fitness coaching for 1M+ users, the revival of RateItAll (rateitall.com) with 12M+ reviews, and the Detailed SEO Extension, used by 600,000 SEOs. All three were for clients in the United States or the United Kingdom.

Cost, Monthly Engagements and Fonds Bleu Co-Financing in Monaco

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Product builds are scoped after a discovery call, with scope and budget agreed in writing. Agents lower the cost of volume work such as migrations, test coverage and refactors across hundreds of files. They do not lower the cost of decisions, so data models, permissions and security review take the human time they always did. Local companies also have public money to check: through Extended Monaco Entreprises, the Government's Fonds Bleu co-finances digital plans such as process digitalisation, cybersecurity, compliance or data and AI integration for up to 70% of their pre-tax value. Eligibility is the programme's decision, so allow for its review period.

Questions

The things people ask before starting.

How much does outsourced software development cost for a company in Monaco?

Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. Prices are published in US dollars. Monaco uses the euro under a monetary agreement with the EU while sitting outside both the EU and the euro area, so allow for the exchange rate when you compare quotes.

Have you built software for a client in Monaco?

Not yet. None of the 24 shipped products on our site was built for a Monaco client, so we do not claim local references. Beyond the work above, the closest match is Appster (appster.com), natural-language app discovery with AI vector search over 2,700+ apps, built for a client in Mexico.

Does Monaco's Fonds Bleu co-finance cloud-computing projects?

No. The programme excludes any cloud-computing project. Other digital plans, such as process digitalisation, cybersecurity, compliance or data and AI integration, can be co-financed for up to 70% of their pre-tax value, and the process takes about three months from receipt of a complete, validated file, so check the fit before you plan around it.

Does a Monaco company own the code a studio in Türkiye writes for it?

Yes, from the first commit. Repository, database and hosting accounts are opened in your company's name or connected to accounts you already hold. The code is typed, tested and documented, with no lock-in to our tooling, so another team can pick it up later.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
