Software Development for Sweden From an Agentic Studio

On Swedish summer time, a working day in Ankara runs from 08:00 to 17:00 in Sweden, which leaves eight shared hours. Time is rarely what makes outside engineering hard for a team in Sweden. The harder parts are personal data viewed from a country without an EU adequacy decision, a contract that crosses a border, and public-sector rules on e-invoices and e-ID login that are written into Swedish law.

We are Curiosive, an AI-native software studio in Ankara, Türkiye: coding agents such as Claude Code and Cursor do the volume, and a senior engineer reviews every diff before it merges. Work runs as AI-accelerated development, starting from $2,000 per month, with scope agreed in writing. There is no long contract to begin, and the code is yours from the first commit.

Time zones: working hours between Sweden and Ankara

Ankara stays on UTC+3 all year because Türkiye does not use daylight saving time, so only the Swedish side of the gap moves. On Swedish winter time (UTC+1) Ankara is two hours ahead. Our 09:00 start is 07:00 in Sweden, our 18:00 finish is 16:00, and your 09:00 is 11:00 for us, which gives seven shared hours in a standard 09:00 to 18:00 day. On summer time (UTC+2) the gap is one hour: we start at 08:00 Swedish time, finish at 17:00, and your 09:00 is our 10:00, which gives eight shared hours. Work runs on Türkiye business hours, so the studio day ends at 16:00 or 17:00 in Sweden and anything raised after that waits for the start of our next working day. That is why decisions are written down, one short weekly call sits in the shared block and a releasable increment ships every week.

GDPR transfers when engineers in Türkiye see data from Sweden

In Sweden, Section 3 of Förordning (2018:219) names Integritetsskyddsmyndigheten (IMY) as supervisory authority under the GDPR and under Lag (2018:218), the act that supplements it. Hosting the database in an EU region does not remove the transfer question. EDPB Guidelines 05/2021 treat remote access from a third country as a transfer when the three transfer criteria are met, even if personal data is only displayed on a screen for support or troubleshooting. As of 2 October 2026 Türkiye is not on the Commission's list of adequacy decisions, so our engineers' access needs another Chapter V tool, such as the Standard Contractual Clauses in Implementing Decision (EU) 2021/914. They come in four modules, including controller to processor, and under Clause 14 both parties warrant they have no reason to believe the destination country's laws and practices prevent compliance. It is worth confirming the set-up with your lawyer.

E-invoicing for Swedish public-sector buyers: EN 16931 and Peppol

If the software we build for you bills Swedish public-sector buyers, Lag (2018:1277) om elektroniska fakturor till följd av offentlig upphandling shapes the data model. It applies to procurements started from 1 April 2019, including direct procurements, and to suppliers in any country. Invoices must follow the European standard EN 16931. Upphandlingsmyndigheten recommends the Peppol BIS Billing 3 format and states that a PDF or scanned paper invoice does not count as an e-invoice, so a billing module that only renders PDFs is not finished. Agents can draft the field mapping and a test for each required element; an engineer checks the mapping against the standard before it ships.

BankID, Freja+ and Sverige-id in Swedish state e-services

Since 1 October 2026, Swedish state e-services aimed at individuals must offer login with the e-IDs in Digg's authorisation system, currently BankID and Freja+, both approved at trust level 3. The Swedish Police Authority plans to launch the state e-ID Sverige-id, approved at trust level 4, on 1 December 2026. The agencies are changing too: Förordning (2026:1769), issued 3 September 2026, creates Digitaliseringsmyndigheten from 1 January 2027 and repeals the instructions for Post- och telestyrelsen and Myndigheten för digital förvaltning (DIGG). For a system that serves the public sector, this argues for an identity layer that accepts more than one e-ID and records the trust level of each login. Authentication and authorization are designed and reviewed by engineers rather than agents.

Agentic software engineering with review on every diff

An engineer writes each task with acceptance criteria and the parts of the system the agent must leave alone; for a Swedish system that list includes the e-ID login, the EN 16931 invoice mapping and any table holding personal data. The agent reads the existing code, plans, implements, updates tests and runs the type checker, linter and test suite. Continuous integration repeats those checks, a senior engineer reads every diff and agents never merge their own work. That makes migrations, test coverage and wide refactors cheaper; it does not make review optional, because more generated code means more to read. Larger past work includes the Zing Coach (zing.coach) rebuild from Webflow to Next.js for a US client with 1M+ users, and the Detailed SEO Extension, used by 600,000 SEOs and maintained through its acquisition by Ahrefs, for a UK client.

Questions

The things people ask before starting.

Can a Swedish company outsource software development to Türkiye under the GDPR?

Yes, if the access rests on a GDPR Chapter V transfer tool. Türkiye has no EU adequacy decision as of 2 October 2026, and remote access to personal data from a third country can itself be a transfer, so a safeguard such as the Standard Contractual Clauses of Decision (EU) 2021/914 is needed. IMY supervises GDPR processing in Sweden.

What is the time difference between Sweden and Ankara, Türkiye?

Ankara is two hours ahead of Sweden in winter and one hour ahead in summer, because Türkiye stays on UTC+3 all year. In a standard 09:00 to 18:00 day that leaves seven shared hours in winter and eight in summer, enough for the weekly call to sit inside both working days.

Do invoices to Swedish government agencies have to be e-invoices?

Yes, for procurements started from 1 April 2019. Lag (2018:1277) requires invoices to Swedish public-sector buyers to follow EN 16931, and it covers direct procurements and suppliers in any country. Upphandlingsmyndigheten recommends Peppol BIS Billing 3, and a PDF or scanned paper invoice does not count.

How much does outsourced software development cost for a company in Sweden?

From $2,000 per month for AI-accelerated development, with scope and capacity agreed in writing after a discovery call. That is a published starting point in US dollars, not a quote. Sweden uses the krona (SEK) rather than the euro, so check the figure in kronor when you set your budget.

How it starts

What happens after you write to us.

  1. 01

    You describe the product

One paragraph on what you are building, roughly when you need it, and who it is for. No brief, no form with fifteen fields.

  2. 02

You get a reply within a day

From the engineer who would do the work, not a sales team. If we are not the right fit we say so, and where possible we point you somewhere better.

  3. 03

    You get a scoped plan

Scope, price and timeline in writing before anything is committed. You decide with the numbers in front of you.

No long contract to begin, no lock-in to our tooling, and the code is yours from the first commit.

Looking for an engineering partner for the long haul?

A short note about the product, the timeline and who it is for is enough to start. You will hear back from the engineer who would do the work, not a sales team.
